STATEMENT OF WORK

STATEMENT OF WORK

PROCUREMENT OF MK 66 GAS GENERATOR INITIATORS

P/N 2694638, INITIATOR ASSEMBLY

1.0 SCOPE

The contractor shall manufacture, test, and deliver fully assembled initiators in accordance with drawing 2694638

(INITIATOR ASSEMBLY).

Acceptable deviations are substitution of Amphenol part number 348-46E14-9S1 for the M81511/ 06ED03S1 (Connector) and Amphenol part number 348-139-14001 for the M81511/17-14 (Cover), the commercial equivalents for the MIL-SPEC parts identified on the Navy drawing. Details of any and all additional deviations from the Navy drawings shall be provided with the contractor’s proposal and will be reviewed for acceptability by the NSWC IHEODTD technical POCs prior to approval (see 11.0).

Alternatively, the contractor may propose to manufacture, test, and deliver initiators which meet the form, fit, and function of the 2694638 initiator, if the alternate is based on an existing MIL-I-23659C qualified initiator. Details of any and all differences and changes between the current MIL-I-23659C qualified initiator design, and that which is proposed to be delivered shall be provided with the contractor’s proposal and will be reviewed for acceptability by the NSWC IHEODTD technical POCs prior to approval (see 11.0).

The contractor shall conduct initial development and charge load sizing test firings sufficient to insure all production initiators are capable of meeting the functional requirements of section 3.0.

Prior to the manufacture of production initiators, the contractor shall host a Production Readiness Review at the Contractor’s facility. After completion of any actions from the Production Readiness Review, the Navy will provide notice in writing to the contractor that they may begin manufacture of production initiators.

Only Primary Components from a single lot shall be used in a production lot of cartridges; however, one Primary Component production lot may be used in more than one cartridge production lot (see 10.0 for definition of Primary Component).

All production initiators shall undergo testing in accordance with Table 1 (All Production Initiators).

The contractor shall manufacture a lot of production initiators and conduct a first article test (FAT) program, in which a minimum sample of forty (40) shall be tested per Table 2 (FAT Sample Initiators) Provided all FAT initiators meet the performance requirements described in 3.0, an additional 40 initiators from the lot shall be delivered to NSWC/IHEODTD.

An additional one hundred ten (110) production initiators shall be delivered to NSWC/IHEODTD.

If the 110 initiators are manufactured as a separate lot from the initial 40 delivered, a Lot Acceptance Test (LAT) sample of twelve (12) units shall first be tested per Table 3 (LAT Sample Initiators). Provided all LAT initiators meet the performance requirements described in 3.0, the remaining 110 shall be delivered to NSWC/IHEODTD.

The schedule and quantity to be delivered is provided in section 4.0 Delivery Schedule.

All supporting test data and performance data reporting requirements are described in 7.0.

Only the initiators delivered to NSWC/IHEODTD are required to be complete assemblies per 2694638 All development, sizing shots, FAT, and LAT tests can be conducted with initiators which do not include Cable Assembly 2694642.

2.0 APPLICABLE DOCUMENTS

2694638 - Initiator Assembly

MIL-I-23659C - Initiators, Electrical, General Design Specification for

ASTM E 1742 - Standard Practice for Radiographic Examination

3.0 REQUIREMENTS

The contractor shall conduct and document MK 66 GG initiator test and analysis in accordance with the documents listed in 2.0. Additional functional firing in a 10 cc closed bomb test chamber shall be carried out on a sample of MK 66 GG initiators to verify adequate performance (see 5.0). The contractor shall provide the instrumentation, test equipment, gauges, or any other equipment needed to support this effort.

All delivered initiators shall:

a) Meet the requirements of the documents listed in 2.0;

b) Exhibit a maximum Ignition Delay of 25 ms (see 10.0);

c) Reach maximum pressure (Pmax) within 10 ms (see 10.0), and;

d) Produce a minimum output pressure of 950 psi.

4.0 DELIVERY SCHEDULE

A total of one hundred fifty (150) MK 66 GG initiators shall be delivered to NSWC IHEODTD. Forty (40) completed MK 66 GG initiators shall be delivered six (6) months after contract award. The remaining one hundred ten (110) completed initiators shall be delivered within three hundred (300) days of contract award.

5.0 TESTING

Testing shall be in accordance with Tables, 1, 2, and 3 and the documents listed in 2.0. All 150 deliverable initiators shall undergo Dielectric Withstanding Voltage, Insulation Resistance, X-Ray, Leak Test, and Bridge Circuit Resistance testing. FAT and LAT samples and shall undergo X-Ray in addition to Electrostatic Discharge (ESD), Insulation Resistance, Bridge Circuit Resistance, and No-Fire Power Current testing. Dimensional inspection shall be performed on 10% of the entire build and then again on 100% of the FAT or LAT samples.

Functional, live-fire (destructive) testing on initiators shall be performed in a 10 cc closed bomb test chamber to verify compliance with the ballistic requirements of 3.0.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
