This equipment has been approved for EOD use by the Military Technical Acceptance Board (MTAB). In order to be approved, the equipment was thoroughly tested for safety and operational use. Also, the equipment was evaluated through a Foreign Disclosure Review (FDR) to determine whether the equipment is releasable to each country by considering whether weaknesses or vulnerabilities may arise toward the U.S. Government.
DOD Directive 5160.62 and OPNAVINST 8027.1H identifies NSWC IHEODTD as the Single Source Manager for Joint Service EOD and International Agreements.
QinetiQ North America (QNA) is the only source for the support and training for the requested Robot systems, supporting accessories, maintenance and training.
Delay in procurement will negatively impact the countries mission and could result in loss of life or severe injury.
At this time, each country does not have the equipment necessary to meet today’s operational demands. This results in each country having very limited ability to conduct counter IED operations.

Offerors as Practicable
A Sources Sought notice was posted on 04/10/2020 to the Government Point of Entry (GPE) www.beta.SAM.gov . The Government received zero responses.
QinetiQ North America (QNA) is the sole manufacturer of the required equipment. Market research was performed and it was determined that QinetiQ North America (QNA) is the only company that manufactures and provides support and training for the requested Robot systems, supporting accessories, maintenance and training.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by this J&A will be fair and reasonable in accordance with FAR http://www.beta.sam.gov/
Part 15.4.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWC IHEODTD has no plans to compete future contracts for the type of supplies required. NSWC IHEODTD will continue to conduct market research in an effort to identify new potential sources.
