U.S. Naval Research Laboratory Hypersonic Wind Tunnel System CLIN 0002 Compressor and Regulators Specification
1. Acronyms, Abbreviations, Nomenclature, and Units

2. Blowdown System Components
2.1. Compressor System
2.1.1. The compressor system shall be capable of filling the air storage tanks to their nominal storage pressure of 550 pounds per square inch gage (psig).
2.1.2. The compressor system shall be capable of a free air delivery (FAD) rate of at least 600 standard cubic feet per minute (SCFM).
2.1.3. The compressor system shall be electrically powered using alternating current (AC) at 60 Hz. It is preferred that the compressor operate using 460V, three phase, 60 Hz power.
2.1.4. The compressor system shall be water-cooled. Chilled water with a maximum temperature of +55 F will be supplied to the compressor.
2.1.5. The duty cycle of the compressor system shall be at least 50% over a 24 hour period.
2.1.6. The compressor system shall have an air dryer capable of reducing the dew point of the air at the outlet to the storage tanks of a maximum of 0 °F at a pressure of 550 psig.
2.1.7. The air dryer shall be comprised of a refillable/reusable desiccant system with the capacity to fill and discharge the supply tanks at least 100 times while drawing in ambient air at 70 °F and 70% relative humidity.
2.1.8. The compressor system shall be capable of manual operation.
2.2. Flow Regulation
2.2.1. Pressure Regulation
2.2.1.1. The flow shall be regulated using pressure reducing regulators between the storage tanks and the inlet to the Hypersonic Wind Tunnel (HSWT).
2.2.1.2. The pressure shall be regulated from the compressor system discharge pressure down to 200 psia with a tolerance of ±5 psi.
2.2.2. Flow Rate Capacity
2.2.2.1. High flow rate regulator: the main flow regulation system shall allow for a flow rate of 60,000 SCFM.
2.2.2.2. The high flow rate regulator shall have ANSI B16.5 Class 300 flanges for NPS 6 pipe.
2.2.2.3. Low flow rate regulator: the auxiliary flow regulation system shall allow for a flow rate of 600 SCFM.
2.2.2.4. The low flow rate regulator shall have ANSI B16.5 Class 300 flanges for NPS 3 pipe.
2.2.2.5. The low flow rate regulator shall be a separate regulator from the high flow rate regulator.
2.2.3. Leakage
2.2.3.1. The pressure reducing regulators shall be sufficiently sealed to enable operation across the desired range of pressures without internal loss of pressure greater than 0.02% per hour. Note that this requirement does not include losses associated with connections and equipment external to the regulators.
3. Delivery
3.1. The Offeror shall specify all necessary hardware and electrical interface information required for installation of the compressor system and the pressure reducing regulators.
3.2. The Offeror shall deliver the all equipment, associated hardware, and documentation to the U.S. Naval Research Laboratory in Washington, DC.
4. Warranty
4.1. The Offeror shall include a warranty on workmanship and functional operation for at least one year on all equipment provided.
