Solicitation Number: N00173-18-R-DU01 Q&A 02

Dated 2/23/2018

Questions & Answers 02

The purpose of this Q&A 02 is to answer questions that were submitted by potential Offerors.

Q1: Would the government please confirm whether there is an applicable list of GFP for this procurement? In Section L-10, there is a reference to a list of GFP within Section H-6 of the RFP, however, this section relates to the Level of Effort of the requirement. Please advise

A1: There is will be no GFP for this requirement.

Q2: L-13 Factor 1 instructions state, “Subcontract agreements and Letters of Intent shall be provided for all consultants, subcontractors and personnel not currently on staff.” Did the Government intend to request Teaming Agreements in lieu of Subcontract Agreements, as the latter are typically not put in place until after contract award?

A2: Teaming agreements are allowed to be submitted in lieu of subcontract agreements.

Q3. RFP Section L-14(2) identifies the requirement for a “Small Business Subcontracting Plan,” whereas Evaluation Section M-2-1 Factor 4 makes multiple references to a “Small Business Participation Plan” instead, and furthermore references utilization of “historically black colleges and universities (HBCUs) and minority institutions” which are not mentioned in Section L.

Recognizing that a “Small Business Subcontracting Plan” and a “Small Business Participation Plan” are two distinct documents with related but differing purposes, will the Government please clarify which one (or both) of these documents are required as part of the proposal response?

Would the Government further confirm that the use of HBCUs and minority institutions are not required as part of the Small Business subcontracting goals for this acquisition?

A3. A subcontracting plan and a small business participation plan are required for large businesses. Only a small business participation plan is required for small businesses. HBCU’s and minority institutions goals are not included for the purposes of a subcontracting plan.

Q4. Personnel Qualifications Attachment 2 states, “In addition, all proposed key personnel must be U.S. Citizens and possess a SECRET clearance at time of contract award. All non-key personnel must be U.S. citizens and eligible for SECRET clearance; personnel who lack these qualifications are subject to the approval of the Contracting Officer’s Representative.” Would the Government please consider allowing well-qualified, clearance-eligible U.S. citizen personnel in “key” positions subject to COR approval, as is already the case for non-key personnel under the current solicitation?

A4: No. All proposed key personnel must be U.S. Citizens and possess a SECRET clearance at time of contract award.
