SALIENT CHARACTERISTICS-
FREQUENCY CONVERTERS
Required Delivery Date: 1 March 2019 Required Award Date: 28 September 2018 Product Supply Code (PSC) 5865 North American Industry Classification (NAICS) Code 334290
Frequency converter capable of converting a frequency input range of 1 – 8 GHz to an output range of 1-8 GHz. Bandwidth selection must include 0.1, 0.2, 0.5, 1, 2, 5, 10, 20, 50, 100, 200, 500, and 1000 MHz. The converter must be controlled via front panel or Ethernet via SCPI and Web-GUI commands. The converter must be rack mountable, with an operating temperature of 0 – 50 deg Celsius and an operational relative non-condensing maximum humidity of 95%.
The maximum phase noise must be -76 dBc/Hz at 100 Hz offset, -106 dBc/Hz at 1 kHz offset, -121 dBc/Hz at 10 kHz offset, -123 dBc/Hz at 100 kHz offset, -122 dBc/Hz at 1MHz offset, and -135 dBc/Hz at 10 MHz offset. The maximum typical system phase noise must be 0.25 deg RMS (100 Hz to 10 MHz).
The reference select must be automatic and lock to external if present. The internal reference stability must be < +/- 0.5ppm. The input 1dB compression point must typically be -15 dBm, and typical input IP3 of -5 dBm. Gain must be adjustable in 1 dB steps over a minimum 20 dB range. Maximum input level must be +20 dBm, spurious output level of <60 dBc and a maximum noise figure, at max gain setting, of 20 dB with a typical noise figure of 12 dB. The frequency sense must be noninverting. The output power must be +10 dBm, minimum.
Dual channel block converters, each capable of simultaneously converting two RF inputs to two IF outputs. Input (2) range of one block converter must be 7.0 – 12.75 GHz with two 0.5 – 6.5 GHz outputs and inverted sense. Input (2) range of one block converter must be 17.7 – 22.2 GHz with two, 1.3 – 5.8 GHz outputs and inverted sense.
The units must have an operating temperature of -30 – 70 deg C and a maximum humidity of 95% non-condensing. The units must be packaged to be mounted on the spar of a full motion, parabolic tracking antenna that can track up to 10 deg/sec in azimuth and elevation and with a minimum antenna diameter of 9m. The unit must provide a contact closure alarm for DC Power loss, phase lock, and loss of external reference.
The maximum phase noise of each unit must be -60 dBc/Hz at 100 Hz offset, -80 dBc/Hz at 1 kHz offset, -90 dBc/Hz at 10 kHz offset, -92 dBc/Hz at 100 kHz offset, and -105 dBc/Hz at 1MHz offset.

The reference select must be automatic and lock to external if present. The internal reference stability must be 1 ppm. The input 1dB compression point must minimally be +10 dBm. Gain must nominally be 35 dB and maximum noise figure must be 20 dB with a typical noise figure of 15 dB. The image rejection must be 60 dB minimum and a maximum in-band spurious of -70 dBm.
