ATTACHMENT 1

SPECIFICATION

General

The Naval Research Laboratory (NRL) seeks to procure an Unmanned Surface Vehicle (USV) for general research purposes.

There are three applications of particular interest:

1) Towed sonar (such as a Klein 5000 sonar)

2) Vertically deployed sonar (up to 100 kg)

3) Single and multi-vehicle autonomy research

Design Characteristics

Platform: Body shall be a catamaran or mono-hull configuration able to withstand up to sea state 4, (5’ seas under 10 sec periods and winds up to 20 knots steady). Beam shall be from 7’ (preferred) up to 8.5’, or be easily modified, for trailer towing

Propulsion: The propulsion unit shall be electric propulsion with onboard diesel or gas generator, with top speed of 10 knots. The required propulsion unit shall be capable of operating for at least 3 days at 5 knots operation with moderate payload usage.

Payload Flexibility: The USV shall include a winch and additional connection points suitable for towing or dipping payloads. The winch should have at least 100’ of tow line. Mono hull designs should have an A-frame structure for deployment of the winch line. The platform shall support operation of an array of payload configurations. Available payload power shall be at least 3kW.

Sensors: DGPS, Inertial Navigation System, 4 Quadrant cameras, Fuel, Temp, Radar, AIS.

Communication: IP Radio, Iridium Satellite phone system. Software integration documentation should be available for broad remote sensor data usage.

Software: Integrated sensor and navigation data shall be accessible in real time by a common autonomy middleware such as MOOS or ROS over local intranet. Basic motion control (heading, speed) shall be accessible via MOOS or ROS. Camera and other image data shall be accessible via local intranet. Out-of-the-box teleoperation solution is preferred.

Colregs: Should adhere to International Regulations for Preventing Collisions at Sea, 1972, including markings, lighting, and whistles as closely as possible.

The required system USV shall also include (a) full system and software integration of the components, (b) a trailer for towing the USV, (c) display/controller for teleoperation, and (d) at least one hardcopy and one electronic copy of operation and maintenance manuals.

Additional Desirable Characteristics

Platform: Optional manned operational mode.

Sensors: LIDAR, Forward-looking Sonar.
