1 Background

Fourth Generation (4G) Long Term Evolution (LTE) cellular communication technologies allow users to dramatically extend communications capabilities where limited or no communications infrastructure exists. The Naval Research Laboratory (NRL) is investigating 4G LTE technologies for possible future deployment on US Naval platforms.

1.1 Scope

NRL is seeking to procure an advanced multi-technology wireless network testbed. NRL currently owns a single technology wireless network and this procurement will add the Time Division Duplex (TDD) technology to our existing Frequency Division Duplex (FDD) wireless network along with additional handsets and test assets. This combination of an integrated TDD technology, engineering support equipment and mobile devices comprise the advanced multi-technology wireless network testbed. This will allow engineers to evaluate different mult i-technology LTE cellular communication network topologies in a variety of deployment environments. The testbed will be used to simulate multiple commercial deployments (i.e., rural, suburban, and/or urban). It will be operated using cables in the lab as well as wirelessly in the field. The Contractor will engineer, document, deliver, setup, and test the system, and provide training, at NRL in Washington, DC.

3 Requirements

3.1 Base Requirements for the Advanced Multi-technology Wireless Network Testbed

3.1.1 The testbed shall include one (1) deployable 4G LTE TDD evolved Node B Basestation (eNB) and associated radio(s).

The TDD cellular communications testbed shall be fully compatible with an LTE FDD network already in place that operates on Bands 3 and 7 with 2x2 MIMO and inter/intra-band carrier aggregation. It shall be able to be integrated with the current FDD system to provide for both hard as well as soft handovers between the TDD and FDD eNB technologies (See Appendix A for details of the existing network).

The testbed shall support TDD MIMO and at least a 20MHz single carrier bandwidth.

TDD operation shall use frequency bands that are valid LTE Carrier Aggregation (CA) Bands as defined by 3GPP Release 11 or later. The network shall support Intra-band TDD CA with 10MHz x 10MHz (threshold) or 20MHz x 20MHz (objective) aggregate bandwidths on the downlink. Dual band simultaneous FDD and TDD CA operation is a secondary objective.

The TDD radios supplied with this eNB shall operate on Frequency Band “A”. Band “A” is defined as a the 3GPP Release 11 or later TDD frequency band that supports TDD CA as well as supporting simultaneous operation with FDD Bands 3 and 7. In addition, handsets must be available that support FDD Band 3, FDD Band 7, and TDD Band “A” (see 3.1.4)

The eNB shall have the capability to support mobile-to-mobile voice calls, and native VoLTE as a minimum using NLR’s existing LTE core network.

The eNB shall support up to a baseband bandwidth of 160 MHz. A compatible deliverable that meets this requirement is a Nokia Flexi System Module (FSMF) with two (2) Flexi Baseband Controller (FBBC) cards installed or equivalent.

The eNB shall be transportable and mounted in transit cases for rapid deployment. The network shall include a power supply to operate from a 120 volt standard wall outlet.

The deployable eNB shall be supplied with two Macro-Cell radio modules such that when combined with the eNB it supports at least 2 Carrier Components (CC) 2x2 MIMO Carrier aggregation in the TDD technology. These radios shall have minimum 1 watt transceivers and all necessary interconnect cables as well as appropriate fixed attenuators to reduce output power to a fixed value between 1 watt and 10 milliwatts for internal lab use.

The eNB shall operate on Nokia software release 17a or greater. Delivery of the actual latest release of BTS software is a secondary objective.

3.1.2 The contractor shall provide upgrade licensing for the LTE FDD network already in place at NRL to at least FL17a and to the same release consistent with the eNB capability delivered in 3.1.1 above. Delivery of the latest release of BTS software is a secondary objective.

3.1.3 The contractor shall provide an additional or upgraded baseband processing module (FBBC) and the licenses necessary to expand the NRL’s existing eNB to provide for total baseband processing bandwidth of 160 MHz.

3.1.4 The contractor shall provide the following additional components, devices, licenses and software for NRL’s existing Anite INVEX II Cellular Test System to enable TDD test capabilities.

• one (1) Invex II Expansion Chassis (NI10100-01)

• 1each Invex II UIC- i7 with 6 x SS USB Ports (NI10101-00)

• 8 each Invex II Handset with Isolation Module (NI10107-XX). The phones supplied shall be chosen by NRL from the latest list of Anite compatible phones shortly after contract award. These phones shall support carrier aggregation using the bands chosen in 3.1.1 but they may include a mix compatible with FDD only or TDD only along with FDD/TDD as available.

• Technology option upgrade to LTE-A CA 3 CC, LTE FDD and LTE TDD

(NI1600-22 UPG)

3.1.5 The contractor shall include all necessary devices and software to ensure that

Rev 1 the complete system works as an integrated, functioning whole with the current NRL FDD network.

3.2 Options

The following options shall be separately priced.

3.2.1 The contractor shall provide a complete PCTel IBflex Wireless Network scanner with necessary license(s) to be integrated with NRL’s existing Anite INVEX II Cellular Test System including the following:

• IBflex Super Configuration (570 MHz to 3.8 GHz license and band support, all technologies - with CDMA and EVDO Holdover

• IBFLX-E-6000 IBflex Extended Range License (10 MHz to 6 GHz capable)

• OP603 IBflex Spectrum Analyzer

• OP604 IBflex Enhanced Power Scan (EPS)

• IBflex Layer 3 Option - All Technologies (does not include CDMA/EVDO)

• OP634 IBflex TD-LTE Power Analysis (LPA)

• OP635 IBflex LTE (FDD and TDD) 4x2/2x2 MIMO

3.2.2 The contractor shall provide two additional radios compatible with the delivered eNB and configured the same way as in 3.1.1 except for frequency. The frequency of operation shall be TDD Band “B”. The band shall be chosen as specified in

3.1.1. It shall be a 3GPP supported configuration of FDD Band 3&7 and TDD Band “A” and “B”. The addition of this radio will provide a TDD MIMO Carrier Aggregate channel or a standalone channel for the TDD eNB delivered for 3.1.1.

3.2.3 The contractor shall provide Anite Nemo Invex POLQA Voice Quality 20 testing capability for the NRL Nemo INVEX II and Nemo Outdoor test system with added support for POLQA lines for the NRL NEMO server and appropriate PSTN Lines for Nemo Server and POLQA (NI1108-09, NS1002-00, NS-320081-11).

3.2.4 The contractor shall provide additional compatible hardware for the INVEX II Expansion Chassis delivered with 3.1.4 to include:

• 1each Invex II UIC- i7 with 6 x SS USB Ports (NI10101-00)

• 3each Invex II Handsets with Isolation Modules (NI10107-XX). The phones supplied shall be chosen by NRL from the latest list of Anite compatible phones shortly after contract award. These phones shall support carrier aggregation using the bands chosen in 3.1.1 but they may include a mix compatible with FDD only or TDD only along with FDD/TDD as available.

3.3 Setup, Training, Documentation, and Warranty

3.3.1 The contractor shall deliver and set up the system at NRL in Washington, D.C.

3.3.2 The contractor shall provide on-site training for the Advanced Multi- Technology Wireless Network Testbed to include initial system set up, configuration, of the system, as well as the completion of operation, test, and configuration.

3.3.3 The contractor shall provide complete documentation of the system and subsystems. The Contractor shall provide a paper and electronic copy of system level documentation, and electronic copy of documentation for all commercial components.

3.3.4 The contractor shall warranty the complete system, to include any options exercised, for at least one year (effective upon date of Gvt Acceptance). This warranty support shall include the rights to and installation of any software updates that are released during the warranty period.

3.3.5 The Government shall have unlimited usage rights at the completion of the warranty period for the permanent use of the complete Advanced Multi-Technology Wireless Network Testbed to include any hardware or software upgrades that were delivered during the warranty period.

3.4 Test and Acceptance

The contractor shall demonstrate successful operation of the following minimum capabilities of the Advanced Multi-Technology Wireless Network Testbed:

3.4.1 The contractor shall demonstrate the ability to perform mobile-to-mobile voice calls on TDD.

3.4.2 The contractor shall demonstrate the ability to perform mobile-to-mobile data transfer on TDD.

3.4.3 The Contractor shall demonstrate 10MHz x10MHz (threshold) or 20MHz x 20MHz (objective) Intra-Band Carrier Aggregation data session on the downlink using

TDD.

3.4.4 The contractor shall demonstrate the ability to reconfigure the network for dual-technology operation and demonstrate both a hard and soft handover between FDD and TDD with NRL’s installed system.

3.4.5 For any exercised options in 3.2, the contractor shall demonstrate that all parts function as specified by the device manufacturer and integrated as specified.

3.4.6 [Perform if Option 3.2.2 exercised] – The contractor shall configure the network with two TDD carrier aggregate channels and demonstrate a 10MHz x 10MHz (threshold) or 20MHz x 20MHz (objective) Inter Band TDD Carrier Aggregation data session on the downlink. The Contractor shall also demonstrate a Carrier Aggregation data session handover between the two TDD Carrier Aggregate channels.

3.4.7 [Perform if Option 3.2.2 exercised] The contractor shall configure and demonstrate operation of the NRL network with two 4x4 10 MHz wide MIMO channels (TDD Band A and TDD Band B).
