SECTION H
SPECIAL CONTRACT REQUIREMENTS
Remove H-6 ONR 5252.216-9706 - LEVEL OF EFFORT (DEC 88) paragraphs (a) and (b) in their entirety and replace with the following:
(a) The Contractor agrees to provide the total level of effort specified in the next sentence in performance of the work described in this contract. The total level of effort for performance of this contract shall be 7,700 total hours of direct labor per year, including subcontractor direct labor for those subcontractors specifically identified in the Contractor's proposal as having hours included in the proposed level of effort. A breakdown of labor categories and hours is set forth in paragraph (k) below.
(b) The level of effort for this contract shall be expended at an average rate of 642 hours per month. It is understood and agreed that the rate of hours per month may fluctuate in pursuit of the technical objective, provided such fluctuation does not result in the use of the total hours of effort prior to the expiration of the term of the contract.

1. Q. In Sec. H-6 (p.18 of 57), the RFP states in paragraphs (a) : "68,400 total hours of direct labor per year" and in paragraph (b) "The level of effort for this contract shall be expended at an average rate of 5,700 hours per month." This appears to be inconsistent with the labor hours in the table in (k) (p. 20 of 57). Please clarify.

2. Q. We were unable to find the past performance report at http://heron.nrl.navy.mil/contracts/4335_1.pdf Can you provide another link or the report directly?

3. Q. Are Resumes, and potentially LOI’s, required for non-Key Personnel? Specifically, these Labor Categories:
* Scientist
* Support Scientist
* Software Engineer
RFP States:
“A resume is required for all key personnel.”
AND
“The proposal must indicate the specific personnel to be assigned to this effort and should clearly demonstrate how each person offered meets the personnel qualifications as detailed in the Solicitation. Specifically, the proposal should detail each person’s background, qualifications and pertinent experience as it relates to the relevant area of the Statement of Work (SOW) and Personnel Qualifications requirements.” If resumes are not required for these positions, must we identify (by name) the candidates OR can we just state the Labor Category of the personnel assigned to a tasking?
A. Candidates should be identified by name. Letters of Intent must be provided for proposed persons that are not currently employed by the offeror.
4. Q. Several of the Personnel Qualifications include general minimum qualifications PLUS additional qualifications if assigned to a specific task area, e.g.: the Senior Physicist assigned to support SSULI/SSUSI and the Senior Physicist assigned to supporting middle atmosphere work have two distinct sets of minimum qualifications in addition to the ‘common’ qualifications. Is it intended that 2 (or more) individuals be submitted as Key Personnel, and therefore assigned to the tasks?
A. It is intended that 2 or more individuals be submitted as Key Personnel (e.g., Senior
Physicist) given the specialized qualifications for individual tasks.
5. Q. Section B/ B-1 Table includes CLINs 000101 and 000201, please define/clarify what they are.
A. SUBCLINS 000101 and 000201 are used solely to identify funding, as such, there is no cost information the offeror needs to provide.
6. Q. Section B/ B-1 Table, Option Years: There was an apparent error in the duplication of the tables in the Option X -Year-X headings. We assume the Tables are to be in logical order “Option 1- Year 2”, Option 2 – Year 3”, etc.
A. There was no duplication in the tables representing the option years. Option 1 would be the second year of the contract (Year 2) ect.
7. Q. Please clarify the pricing of the Data Line Items for the Option Years –specifically A006
– the Final Report. Shall we assume it will be a required report for each of the Option Years, thereby making it a ‘Contract Year Final Report’?
A. CLIN 0003 is a separately identifiable item Not Separately Priced (NSP) because the price is included in the unit price of another contract line item.
8. Q. Is the intent of the requirement in Factor 3 for the submission of a Contractor’s Management Plan (CMP) to be inclusive of ALL the elements mentioned in the 5 paragraphs contained in the RFP Section, or is it stand-alone with “quality control, risk management, systems engineering, software development, configuration management and subcontract management.”?
A. The CMP is to define the contractor’s approach to implementing the contract that addresses, as applicable, the areas of quality control, risk management, systems engineering, software development, configuration management, and subcontract management. The other elements included in factor 3 (experience, controls & procedures for subcontracting, etc. and Transition Plan) should be described separately.
9. Q. Are the if/as-required FAR-mandated declarations/forms, etc., to be submitted in the
Business Proposal?
A. Yes, the declarations/forms should be included in the business proposal.
