INTEGRATED ANTENNA AND W-BAND TRANSCEIVER SUBSYSTEM

STATEMENT OF OBJECTIVES (SOO)

1. Purpose

The primary purpose is to support the Naval Research Laboratory’s (NRL) W-band AiRBorne Radar Demonstrator (WARBIRD) program through the development of an integrated antenna and W-band transceiver subsystem. WARBIRD integrates a number of state-of-the-art technologies into a single platform to provide a world-class sensor for not only capturing W-band data of a variety of maritime platforms, atmospheric elements and aquatic surfaces from the airborne environment, but also to advance the latest techniques and concepts in radar science, particularly in the imagery and environmental phenomenology domains.

2. Scope

The contractor shall design and develop an integrated antenna and W-band transceiver subsystem for the NRL WARBIRD program. The contractor is responsible for ensuring that this subsystem meets program performance objectives and successfully integrates with and operates in the US Navy P-3 aircraft. The contractor is responsible for demonstrating the performance of the system and providing documentation regarding its performance, installation, maintenance and operation.

3. Performance Objectives

The contractor shall provide all technical and engineering expertise and services necessary to design and develop an integrated antenna and W-band transceiver subsystem. The contractor shall meet the performance objectives of the following four categories:

3.1. Antenna Development

The contractor shall develop a high-performance polarimetric W-band antenna including integrated motion compensation and airborne and surface target tracking.

3.2. Transceiver Development

The contractor shall develop a W-band transceiver with performance suitable for advanced airborne radar operations at W-band.

3.3. Subsystem Integration

The contractor shall provide all mechanical, electrical and thermal subsystems necessary to integrate the integrated antenna and W-band transceiver subsystem with the NRL WARBIRD and operate in the US Navy P3 aircraft environment.

3.4. Test and Evaluation

The contractor shall coordinate with government personnel to design a test and evaluation process for the integrated antenna and W-band transceiver subsystem, conduct this process and provide documentation of subsystem performance.

4. Program Management

The contractor shall provide monthly status and financial reports to program leads with In- Process Reviews for all objectives as requested.

5. Documentation The contractor shall prepare documentation related to the installation, operation, performance and maintenance of the subsystem.

6. Operating Constraints

1. Employ appropriate life cycle management processes to ensure government investment is adequately administered

3. At a minimum, the contractor shall account for the following CDRLs:

b. Security Requirements

All contractor employees will adhere to all established safeguards, as well as protect all forms of restricted data. The Government will issue appropriate building security badges or installation passes to contractor personnel. The contractor will ensure that all employees wear issued badges or display installation passes while working under this agreement.

7. Place of Performance

The contractor shall perform work on this task order at the Government and Contractor’s Site.

8. Period of performance

The Period of Performance (PoP) for this contract will be twelve (12) months from date of award.
