Procurement Specification: Air Cooled Process Chiller
NRL-Key West has a need for a factory packaged, closed-loop, air cooled process water chiller compatible with hydraulic actuation test system and operation in an outdoor tropical marine environment.
Preference will be given to chiller systems with proven compatibility with hydraulic actuator test systems.
General Requirements:
Thermal capacity of chiller: Must be between 300,000 – 310,000 BTU/Hr while recirculating water solution at 70oF and at a flow rate of 15GPM at 45 PSI pressure
Chiller Requirements:
Refrigerant circuit will be supplied with hi/lo pressure stat, adjustable dial thermostat, pump down solenoid valve, thermostatic expansion valve, suction accumulator, refrigerant site glass and dehydrator. Controls will be properly protected against moisture, wind and low ambient conditions down to -20°F and capable of removing the indicated heat load in 110°F ambient conditions. The refrigerant will be non-CFC/HCFC “ozone-safe” R-407c. Condenser coils to be Epoxy Coated for salt air protection.
Chiller equipment requirements:
Process chiller must be equipped with semi-hermetic compressor, pump, stainless steel tank with immersed stainless steel evaporator coil (shell & tube evaporators, brazed plate heat exchangers and open tanks with float values not acceptable).
Storage tank will be supplied with drain connection and insulated with closed cell thermoelastomer with R factor of 3.7 or greater.
Cabinet will be constructed of enameled aluminum panels and top with stainless steel corner legs on a welded angle iron frame.
Component Requirements:
The factory packaged chiller must contain the following:
A. Casing
1. Factory assembled chiller cabinet to completely house the compressors, pump, control panel, storage tank with immersed evaporator, connections for the closed loop and single point connection for power.
2. Unit surface to be finished with enamel or corrosion resistant paint.
B. Refrigeration System
1. Compressors: lifetime lubricated, hermetic or field serviceable, semi-hermetic reciprocating compressors.
2. High/Low refrigerant pressure stat.
3. Freeze control.
4. Pump-down solenoid valve.
5. Head and suction gauges.
6. Thermostatic expansion valve.
7. Refrigerant sight glass.
8. Dehydrator.
C. Reservoir and Evaporator
1. 304 stainless steel storage tank with immersed 316 stainless steel evaporator coil.
2. Designed and tested for 225 psig refrigerant-side working pressure.
3. Tested at 250 psig for 150 psig water-side working pressure.
4. Insulated with closed-cell, elastomeric insulation with minimum R factor of 3.7 or higher.
5. Drain connection.
D. Pump
1. Stainless Steel centrifugal pump mounted on a rubber pad over a stainless steel condensation tray.
2. Provide pump with unions, service valves and an adjustable pressure relief bypass valve.
3. All piping and fittings shall be brass, copper or bronze and shall be insulated with closedcell, elastomer insulation with minimum R factor of 3.7.
E. Air Cooled Condenser
1. Operational at ambient conditions:-20 deg. F to 110 deg. F.
2. Internally mounted in weatherproof cabinet for rejecting heat to outdoors. Furnish with low ambient head pressure control.
3. Factory leak tested at 425 psig air pressure under water.
4. Statically and dynamically balanced fans.
5. Permanently lubricated ball bearing motors.
6. Thermal overload protection.
7. Epoxy coated for protection against marine environment
F. Control Panel
1. Unit-mounted enclosure housing the following:
a. Compressor contactor.
b. Across-the-line starters and power controls.
c. Control power transformer (115-volt).
d. Terminal strip.
e. Control relays.
f. Compressor overload relay.
g. Pump contactor.
h. Provide a terminal strip for the following functions to interface to the energy management and control system:
1) Remote start/stop of the chiller.
2) Chiller status.
3) Pump status
i. Thermal electric motor protection.
2. Temperature controls:
a. Analog chilled water temperature controller.
b. Temperature stability range: ± 1.5 deg F.
3. Provide necessary internal control interlocks and current sensing devices to restart unit automatically on restoration of power following a power outage or momentary power loss of less than 1/10 of a second.
G. Electrical
1. Must be compatible with 460 Volts, 3 Phase, 60 Hertz.
Installation Requirements:
The chiller will be installed on Naval Air Station – Key West and a factory trained technician will checkout and start unit.
Warranty and Quality Assurance:
A. Chiller system to be tested to 250 pounds of pressure for a design working pressure of 125 PSI.
B. Assembled unit to be 100% factory run and tested prior to shipment.
C. ETL approved.
D. Unit to be approved by the Equipment Vendor as suitable for the installation location (Key West, FL) and application (hydraulic actuator chiller).
E. Chiller manufacturer to provide start up and one year of service by factory authorized service agent.
F. Furnish with a 1-year warranty on all parts and labor.
