NRL Code 7161 is conducting an airborne sea ice thickness experiment that requires the use of an aircraft capable of supporting scientific work. An IFR enabled twin engine helicopter (Bell 412 HP) will be required to fly NRL science personnel and their gear to the experiment site and land on ice near the NRL ULS mooring (72.628N, 158.584W). The helicopter must remain with the NRL science personnel for the full duration of instrument deployment and data collection (weather permitting).

The aircraft and flight crew must be available in the window between March 1, 2017 and April 1, 2017 to conduct the work- weather permitting. The actual period of performance will be determined at time of contract award. The aircraft must be capable of carrying 3 scientists, one bear guard and 700 lbs of scientific equipment. The aircraft must be twin engine and IFR equipped to safely support landing and remaining on floating ice for up to three hours. The flight crew must have experience flying in offshore Arctic environs.

The aircraft will be based in Barrow for approximately 5 days. Two scientific flights will be conducted for two days approximately 8 hours each, weather permitting.

The contractor will be responsible for obtaining the necessary clearances and FAA certifications for safe offshore operation of the aircraft. The contractor will provide qualified and Arctic experienced pilots and engineers to support the project during its full duration. The contractor will be responsible for all expenses for their personnel, including commercial airline costs, per diem, lodging costs, hangar costs and fuel costs incurred during the transit of the aircraft to/from their home base to Barrow, Alaska and for the duration of their stay in Barrow. The contractor will arrange for the necessary servicing of the aircraft, fuel, hangar, ramp space and any other equipment needed to support the aircraft during the transit to the project site and during the project.
