About this file
This is a Non-Competitive Procurement Justification Memorandum for the Naval Surface Warfare Center Carderock Division (NSWCCD) seeking to purchase 20 Teledyne P/N 1041001-121 electrical connectors for a submarine explosive bolt system. The document justifies a sole-source procurement due to critical supply chain constraints, with market research revealing no alternative suppliers capable of meeting the specialized submarine application requirements. The AN/BST-1 explosive bolt cable is identified as a critical need item, with zero ready-for-issue components in the supply chain and potential risks to strategic submarine asset deployments.
The procurement is being conducted under FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold, with Teledyne D.G. O'Brien as the sole identified manufacturer. The solicitation allows interested parties to submit capabilities statements by 5:00 PM EST on 12 May 2025, though this is not a competitive quote request. The government retains discretion to determine whether to compete the purchase order. The connectors are custom, non-standard components specifically designed for submarine applications, with the purchase being part of a broader effort to identify potential replacement solutions for the current cable assembly.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025
MEMORANDUM FOR FILE
FROM:
CODE: 881
TO: Code 02 DATE: 16 April 2025 SUBJECT: Non-Competitive Procurement Justification Memo for Actions Under SAT
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer
3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)
NSWCCD Code 881 requests the purchase of 20 Teledyne P/N 1041001-121 connectors in support of the submarine explosive bolt system.
The estimated cost of these connectors is and the estimated lead time is ARO plus shipping.

B. SOLE SOURCE. (select all that apply)
1. Restrictive Rights.
Item required has feature of a product, particular to one manufacturer. Not just any company can supply connectors meeting the minimum specifications. Market research was conducted by ISEA lead engineer, of NUWC Keyport, to find companies that could supply conductors meeting minimum specifications.
Only one of three companies contacted returned a quote. Bolt side connector is non-standard and obsolete.
Currently, there are no known suppliers for this connector.
The AN/BST-1 explosive bolt electrical connectors are custom (non-standard) due to submarine application requirements. The manufacturer of the entire explosive bolt cable assembly (cable terminated with connectors) is severely delinquent on orders, so individual assembly components are being procured as part of an alternative
2. Exclusive Licensing Agreements.
3. Other Reasons.
The AN/BST-1 ISEA has identified the explosive bolt cable as a critical need item; there are zero ready for issue in the supply chain and the fleet is short at least two required cables. No other companies were identified as being able to make connectors meeting minimum specifications. Lack of this customized part seriously places future deployment of SSBN strategic assets at risk. It is difficult to assess a cost impact associated with such unavailability, but it is inarguably quite expensive.
This purchase is one of several identified from different manufacturers to assist in identifying a replacement for the current cable assembly.
