About this file
This document consists of comments and questions regarding a federal solicitation for MIL SPEC cable assemblies, Solicitation Number N0016724Q0263, issued by the Naval Sea Systems Command (NAVSEA).
The key details are:
- The part numbers (PNs) on the solicitation do not exactly match the drawings, but the drawings take precedence if there is a discrepancy.
- Page 3 of one drawing was unreadable, and a new version has been provided.
- There are interpretation questions regarding the wiring of the connectors, which are clarified.
- The solicitation does not specify cable material types or require the use of threadlocker, which the government is accepting.
- There are concerns about the long-term availability of a specific solder sleeve part (MIL-S-83519), and potential substitutes are provided.
The solicitation is for MIL SPEC cable assemblies, with a NAICS code of 334517 and a business size of 1000 employees. Interested parties may submit their quote and capabilities statement by 11:59AM on 12 August 2024, and inquiries should be directed to Michael Bonaiuto.

Comments and Questions
The PN’s on the Solicitation don’t exactly match up with the drawings. Could you provide guidance on this?
· The the link between the PNs and drawings is:
· INT-15091 Cable Assembly = Drawing NSWCCD-CBL-JH-00301 Rev A
· INT-15092 Cable Assembly = Drawing NSWCCD-CBL-JH-00302 Rev A
· INT-15093 Cable Assembly = Drawing NSWCCD-CBL-JH-00303 Rev B
· INT-15094 Cable Assembly = Drawing NSWCCD-CBL-JH-00304 Rev A
· INT-15095 Cable Assembly = Drawing NSWCCD-CBL-JH-00305 Rev A
· INT-15096 Cable Assembly = Drawing NSWCCD-CBL-JH-00308 Rev A
· INT-15097 Cable Assembly = Drawing NSWCCD-CBL-JH-00309 Rev A
· INT-15098 Cable Assembly = Drawing NSWCCD-CBL-JH-00310 Rev A
· INT-15099 Cable Assembly = Drawing NSWCCD-CBL-JH-00311 Rev A
· If there is a disagreement between the PNs in the description of the cable in the solicitation and in the drawing, the drawing is correct.
Page 3 of Drawing NSWCCD-CBL-JH-00303 is unreadable.
· Attached ia new document that does not have this problem. The information contained is the same.
Interpretation question only: Referring to schematic on Page 3 of Drawing NSWCCD-CBL-JH-0311. Is Pin P1-A connected to the center conductor and P1-B to the shield of the coax?? I have never seen it drawn this way before and want to be sure. I will assume all other connectors are similarly illustrated on all drawings.
· Yes, this is the correct interpretation and applies to all the drawings.
ALL drawings show cable identification markers on each branch but none of the drawings reference material type or any clarifying notes.
· We want the labels on the cables in some permanent form.
Historically, when building similar cables, best practice is to apply threadlocker to the connector/backshell interface to prevent loosening during vibration. We will not apply any to this contract as no references are given.
· Understood. We are comfortable accepting the lack of threadlocker with the drawings as written.
One material note: several cables reference solder sleeves to MIL-S-83519. Many distributors note manufacturer life-cycle issues with this part family meaning they may no longer be able to furnish the parts. I have questions into two of them and will call the manufacturer direct on Monday to determine availability over the long-term... this might be a show-stopper depending of how soon the contract is let.
· If the part MIL-S-83519 is unavailable, this part can be replaced
· For part M83519/2-8, use TE S02-08-R
· For part M83519/2-9, use TE S02-09-R
