PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)/STATEMENT OF WORK (SOW)

For Acquisition and Repair of Six-Channel Power Consoles with Programmable

Controllers

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The Naval Surface Warfare Center

Carderock Division (NSWCCD) Code 611 requires a contract with options to procure a six-channel power console with programmable controllers for resistive heating and the services of repair, maintenance, and calibration for a government-owned Cooperheat six-channel power console with built in Honeywell controller units.

2.0 BACKGROUND: NSWCCD Code 611 performs research and development in the areas of welding, processing, non-destructive evaluation, and other allied processing techniques. To support this work, Code 611 needs to periodically acquire additional laboratory equipment as well as services for existing laboratory equipment so that capabilities can stay functional, up-to-date, and in-line with program testing requirements. Included in this equipment is a six-channel power console with programmable controllers that functions as the power supply for resistive preheating pads. This equipment is used on the majority of welds fabricated by

Code 611 in order to apply and maintain proper control of fabrication temperatures and cooling rates. Currently, Code 611 has a single unit that is running at reduced capacity because three of the controllers are non-functional. In order to meet current weld fabrication throughput requirements, Code 611 requires a second six-channel power console with control units.

Additionally, the existing equipment is in need of repair to address the non-functional controllers, as well as preventive maintenance services for the rest of the power console. The

Government’s initial assessment of the extent of these services involves, but may not be limited to, replacement of all six of the built-in controllers, the 250 A contactors, the contactor status indicator lights, and the thermocouple control circuit internal connection.

3.0 OBJECTIVE:

3.1 Supplies: Acquisition of a six-channel power console with built-in controllers

3.1.1 The contractor shall provide a turn-key six-channel power console that meets the following minimum requirements:

3.1.1.1 Minimum of a 25 foot long primary power cable.

3.1.1.2 Input voltage of 380V, 415V, or 440V three phase.

3.1.1.3 Minimum output voltage of 60V AC.

3.1.1.4 Six built-in and independently programmable controllers that meet the following minimum requirements:

3.1.1.4.1 Automatic over temperature shutoff.

3.1.1.4.2 Display of the set point and work piece temperature.

3.1.1.4.3 The ability to control temperature through local set points, ramp rate, ramp time, and multi-step programing.

3.1.1.4.4 A minimum of 1 Hz sampling refresh rate.

3.1.1.4.5 A minimum digital temperature accuracy of ± 1°F.

3.1.2 The contractor shall perform a standard calibration of the temperature sensors and control units and provide a certificate of calibration to the

Government Primary Point of Contract (POC).

3.1.3 The contractor shall include the cost for shipment their console to

NSWCCD in their submitted proposal.

3.2 Options:

Cooperheat six-channel power console with built-in Honeywell controller units, Model SMD-85-05-0044, to be performed at the contractor’s facilities, to restore the equipment to full functionality.

3.2.1.1.1 Based on the Government’s initial assessment of the extent of required repairs, this shall include:

3.2.1.1.1.1 Replacement of all six temperature control

units.

3.2.1.1.1.2 Replacement of the six way switches.

3.2.1.1.1.3 Replacement of the six contactor status indicator lights.

3.2.1.2 The contractor shall perform a standard calibration of the temperature sensors and control units and provide a certificate of calibration to the Government Primary Point of Contract (POC).

3.2.1.3 The cost of shipping the console to the contractor will be paid by

NSWCCD and shall not be included in the contractor’s submitted proposal.

3.2.1.4 The contractor shall include the costs for shipping the repaired console back to NSWCCD in their submitted proposal.

3.2.2 Option 2: Supplies

3.2.2.1 Ref para. 3.2.1.1, above, the Government shall purchase additional parts as an exercised option if they are necessary to complete the required services.

3.2.3 Option 3: Services

3.2.3.1 Ref. para. 3.2.1.1 above, the Government shall purchase additional services as an exercised option, to include additional labor hours beyond those required to perform the scope of work described in para. 3.2.1.1, if they are necessary to complete the required services.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price

Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the Quoter for acceptability of Technical Capability.

https://www.sam.gov/

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Michael Bonaiuto by e-mail at michael.j.bonaiuto.civ@us.navy.mil.

The cut-off date for questions is 11:59 PM EST on 06/18/2024.

(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
