III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION
A. BRAND NAME:
The VLTA data measurement and acquisition system was development and used for the last 12 years at a total cost of ~$67M incorporating this hardware. These particular electrical connectors were selected to satisfy the stringent; physical design constraints, necessary internal connectivity requirements, and the compatibility/commonality with existing measurement-system-component connectors utilized in support of the VLTA experiments. Extensive market research has identified that no other vendor sells all of the hardware as “standard products” that satisfies the necessary measurement and physical requirements. Additionally, the items 15 and 16 are cables with specifications specific to the VLTA system and must be terminated with the SEACON connectors that are available through the TE Connectivity group to be applicable, so also falls under this brand name requirement.
Since significant investments in labor (more than the hardware cost) have been utilized, identifying the specific hardware that satisfies the system requirements and developing component interfaces, it is in the tax payer’s best interest to purchase the specifically identified hardware herein. Without procurement of the unique specified hardware there will be significant duplicative effort and costs estimated at over $700K associated with redesigning wiring layouts, acquiring quotes, and modifying or replacing existing hardware to fit different sized connectors. Additionally, a forced re-design would render it impossible to meet the current program schedule.
