About this file

This document is a set of vendor questions related to a federal contract opportunity for Diesel Engine Annual Maintenance & Repair Services. The key details are:

The contract requires routine annual maintenance and repairs to two 12V92T Detroit diesel engines, including replacing parts and taking oil samples. The government will provide some parts like oil, filters, and coolant, while the contractor must provide a quote for additional parts like gaskets, thermostats, and oil sample kits. The work must be completed within 2 weeks of contract award, but the vendor has requested a 6-week timeline instead. This is a firm-fixed price commercial services procurement under Simplified Acquisition Procedures, set aside for small businesses with a NAICS code of 811310 and a $12.5 million size standard. Responses to the Request for Quotation are due by 12 April 2024 and will be evaluated on a Lowest Price Technically Acceptable basis. The contracting officer is Brittany Tavassoli.

Question(s) for Clause: 2.1

The Contractor shall perform routine annual maintenance and repairs to the two-(2) 12V92T Detroit diesel engines, including:

2.1.1 replacing the thermostat/water reg/block and block heater on both engines,

2.1.2 and taking oil samples prior to oil change.

1. For clarity purposes, does this clause complete the SOW? YES

2. Are the repairs as needed and in addition to the annual maintenance? Or are the repairs to be made during the annual maintenance? No additional repairs needed. Findings during maintenance that require repair will be quoted out to and presented to the project engineer for evaluation and approval before execution.

Question For Clause:2.2

2.2 The Contractor shall complete work specified in this PWS no later than 2 weeks after the contract award.

3. For clarity purposes, does this mean that the work will be completed in 1 day, within 2 weeks of notification?(see below)

4. Or will it take 2 weeks to complete? I know this question might be answered based off of the answers provided for Clause 2.1 The maintenance and inspection should take 3 days and that is to include sea trials.

I didn’t catch the “2 week” requirement and feel like that is a bit aggressive for this level of maintenance, I would prefer we have it scheduled within 2 weeks of award, and executed within 6 weeks of award if that request is possible. Having it set at 2 weeks to completion would require them to have a technician out within a week and is setting them up for failure.
