QUESTIONS AND ANSWERS
1. Are these tests intended to be performed in situ/on site at a Navy facility or will all the components for both systems be shipped to the test lab? Company X can perform on-site EMI testing in certain cases. To consider this option, does the Navy have a site suitable for EMI testing to minimize shipping and setup logistics? If yes, where is this site located?

2. What is the approximate physical footprint and weight of both systems when fully populated with its various components?
Description of dimensions and weight of both systems was provided in the Performance Work Statement (PWS) Section. Revised section 6 in PWS and tweaked drawing diagram for clarity.
3. For the SYSTEM A Test Configuration (Section 2.1 and Drawing 6.1)… Are the Equipment Under Test
(EUT) inside the test chamber considered to be the OBE, J1 Cable w/breakout and Accelerometer, J2 cable w/breakout and Accelerometer, and J3 cable will go to enclosure feedthrough panel with the Laptop, 2-wire Ethernet converter and 24 VDC supply located outside the chamber (exercising equipment)? Is that a correct assumption or is it all being tested inside the EMI chamber?
For System A the whole system will be inside the chamber. The laptop, the 2 Wire Ethernet Converter, and the Lambda DC Power Supply are plugged into a power strip supplying 120VAC power.
4. Similarly, for SYSTEM B Test Configuration, (Sections 2.2 and Drawing 6.2)…Are the Instrument Ring with associated cables, Probes, Accelerometers, Charge Amp, Piezo Coax all part of the EUT inside the enclosure and the Laptop, Wifi Receiver and 120V to 24VDC are outside the enclosure as exercising equipment? If so is there a WiFi receiver antenna to mount on the enclosure panel? Please clarify what is part of the EUT in the enclosure.
For System B the whole system will be inside the chamber. The laptop, the Power Box, and the Wi-Fi receiver’s PoE adapter are plugged into a power strip supplying 120VAC power.
5. For System B, if the 120VAC to 24VDC converter goes inside the enclosure as part of the EUT, which side gets the CE101 and CE102 tests, the AC side or the DC side?
AC side, since this unit is part of the whole system (EUT).
6. For System B, is the RE106, conducted emissions - antenna port only done on the Instrument Ring WiFi
XMT Port and not the WiFi receiver?
RE106 conducted emissions does not exist. CE106 Conducted Emissions exist. CE106 on Instrument Ring Wi-Fi transmit Port.
7. I am assuming that the accelerometer, proximity probe, and charge amp are all auxiliary equipment. Please confirm.
The accelerometers, proximity probe, and charge amp are part of the system as a whole.
8. If they are auxiliary equipment, could you provide the connectors they use? (OBE1-002, OBE1-003, ICTS- 002, ICTS003, ICTS-005) This will help determine I/O panel pricing if needed. If the connectors are proprietary, then we will need a panel from you.
They are not auxiliary equipment. See answer to question 7.
9. For System B, it seems that the EUT communicates to the laptop wirelessly. Would it be possible to have communication via wired (RJ-45)? If not, The Wi-Fi receiver will have to sit inside the test chamber and a RJ-45 will run from it to the I/O panel. The other side of the panel will then run to the laptop.
The laptop will be inside the chamber and connects to the Wi-Fi receiver via PoE adapter (RJ45 connection).
10. For System B, I assume the power box is auxiliary as well and will not be in the test chamber with the
EUT. Please confirm.
The power box will be part of the whole system (EUT).

PERFORMANCE WORK STATEMENT
EMI Testing for OBE and ICTS Systems
1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
A Temporary Alteration (TEMPALT) is any alteration that provides given capabilities on a temporary basis in support of Research, Development, Test, and Evaluation (RDT&E) or exercise or mission requirements. Part of this TEMPALT package requires Electromagnetic Interference (EMI) testing, if applicable to the system, under MIL‐STD‐ 461G specifications. The government will provide the information of the systems under test and furnish the equipment at the vendor’s site for testing. Government personnel will be present to operate and verify the performance of the systems while the vendor conducts the tests. An EMI test procedure prior to testing and EMI test report after testing is required. It is preferred the test site to be in the local area within a 50 miles radius of NSWCCD duty station to send and receive systems by government personnel via government vehicle.
2.0 BACKGROUND:
2.1 SYSTEM A: The Outboard Electronics Bottle (OBE) is a data acquisition system for outboard installation on Virginia class submarines. Cables attached to the OBE interface with accelerometers, existing hydrophone(s) through a NMH connection, and the EHP for power and communications (via Ethernet over 2 wire) to inboard. The system is monitored inboard via a laptop.
2.1.1 Power Requirements: 24VDC, 1.25 A Maximum
2.2 SYSTEM B: The Inboard Coupling Telemetry System (ICTS) is a data acquisition system for inboard installation on rotating shafts aboard Virginia class submarines. The system consists of a sensor ring, populated with data acquisition electronics, IR sync signal receivers, WiFi data transfer, and a slip ring that consists of conductors and brushes for DC power delivery to the sensor ring. Extending from the sensor ring is a suite of sensors that include proximity probes, accelerometers, a piezoelectric coax cable, and a strain gauge. All of the sensors, the sensor ring, and slip ring, rotate. DC power is delivered to the slip ring brushes via a cable that's attached to a non-rotating power box. The power box converts single phase 120VAC to output 24VDC to power the system. Also in the non-rotating area is the WiFi receiver, IR transmitter, and system communications laptop.
2.2.1 Power Requirements: 120 VAC, 1.5 A Maximum
2.2.2 The ICTS utilizes a COTs device for 5 GHz (5150 - 5875 MHz) WiFi for data transfer. The
Ubiquiti airMax Bullet AC, D-DB-AC. Maximum power output into the antenna is 22 dBm.
It utilizes proprietary TDMA and automatic modulation adjustment based on link quality.
Modulations include BPSK, QPSK, 16QAM, 64QAM, and 256QAM.
3.0 OBJECTIVE:
