About this file

This document is a justification and approval for using other than full and open competition to acquire National Instruments LabVIEW software licenses and maintenance. The Naval Sea Systems Command, Naval Surface Warfare Center, Carderock Division requires the National Instruments Developer Suite All-Inclusive for use in test and evaluation, modeling and simulation, data analysis, instrumentation control, and automated test systems. The software provides drivers to interface with hardware and supports various interface protocols. It will be used for data acquisition, signature analysis, and control systems. A five-year contract will be awarded to an authorized National Instruments reseller for licenses, unlimited maintenance, and 350 training credits annually. The estimated value for the base year is split among three technical codes. The justification cites 10 U.S.C. 2304(c)(1) as the National Instruments software is the only one that can meet the Navy's needs. It analyzes cost savings from reduced procurement actions, immediate training availability, and technical support compared to separate purchases. The action will be synopsized on SAM.gov to promote competition among authorized resellers that can provide the required branded software.

The Governments minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1) is applicable, as this software is the only one available to meet the Governments requirement.

5. Rationale Justifying Use of Cited Statutory Authority

The NI Developer Suite is a suite of software tools built on the NI LabVIEW system design software. The Developer Suite provides the software drivers required to interface NI LabVIEW software with a vast array of NI and third-party hardware that NSWCCD uses in test and evaluation, modeling and simulation, data analysis, instrumentation control, and automated test systems. This development environment supports every common interface protocol including RS-232, RS-422, Universal Serial Bus (USB), General Purpose Instrumentation Bus (GPIB), TCP/IP, and UDP. It also supports multi-function data acquisition hardware including analog and digital input/output ports, analog/digital sensors and transducers, Global Positioning System (GPS) time synchronization and message recording, and real-time instrumentation for automated test and evaluation.

The NSWCCD Labs use this software to acquire and capture the data produced by the dozens or hundreds of transducers installed on each hydrodynamic model in the various scale test basins, assimilates this data into consistent formats, and converts it to useable files that may be used in test investigations or subsequent design of hull and propulsion modifications or future ship designs. The software is considered unique in the industry, and is the industry standard for such data acquisition and assimilation.

This software is used for numerical computing environment for underwater electromagnetic signature analysis, data acquisition, and as the control interface with proprietary NI hardware. This software is used in the Magnetic Fields Laboratory to collect data from over 300 magnetometers to measure the magnetic fields of ship models, full scale Explosive Ordnance Disposal team equipment, small craft, missiles or other items containing magnetic material.

As mentioned in section 4, the authorized resellers will ensure the LabVIEW software package is available and meets requirements to be used by Signatures Department for instrument control and data logging applications. The most important of these is with Motion Measurement Systems which record and transmit ship position and orientation to fixed site and aerial radar measurement platforms. This data is critical to properly analyzing the radar cross section of the Navy's surface ships and other critical Navy assets.

LabVIEW is used as a graphical system design software package that the Signatures Department uses during the development of measurement, analysis, and control systems. The software is also used to develop tracking and guidance systems to support acoustic measurement trials, along with performing analysis of electromagnetic and acoustic signatures.

The Signatures Department uses LabVIEW to perform analysis of electromagnetic and acoustic signatures at the Bayview Detachment. LabVIEW is graphical system design software that provides tools to create and deploy measurement, analysis and control systems. Without LabVIEW, engineers will be unable to analyze data to analyze data from High Gain Measurement Array Systems.

Engineers in the Signatures Department use LabVIEW to perform analysis of electromagnetic and acoustic signatures. In addition to instrument control, data collection, and data processing, the NI LabVIEW software development environment is integral to radar cross-section measurement and reduction research and development efforts.

Cost-Benefit Analysis:

a. Software-over-Software Proposed: Based upon NI per-license Proposal data: proposed cost per license.

That assumes the most recent proposal base year price of divided by known licenses on NSWCCD. Once the contract is executed, the price(s) necessarily is/are adjusted down to accommodate remaining year savings.

CURRENT: Based on analysis provided by the three NSWCCD Tech Codes, current purchase data for comparable software suites varies widely, often by more than a thousand dollars per transaction per license. The typical representative cost per-license, using current purchase methods for single license purchase (Developer Suite, inclusive of training and maintenance) costs, is per license.

Assuming that per-cost over licenses, that equals for the single base year. This does not take into account any credits for outstanding training or maintenance, or unexecuted licenses, which would each decay the cost.

b. Software-over-Manpower Proposed:

1) New hires will immediately get a license.

Assuming ten days lost productivity for each new engineer/technician requiring a license, and awaiting a procurement action (since pre-purchase is prohibited). Using DAU manpower averages, we assume ten days lost over the span of the 90 days require to draft and approve/procure the license. p/a for the engineer means per hour over manhours per year, means lost per new engineer/technician who can't perform their tasks inherently captured in LabVIEW. Assuming each Tech Code hires such new Engineers/Technicians per year ( total), and the total lost productivity is per year.

2) New tasks requiring advanced features will not require a new procurement.

Assuming for purposes of compatibility between Labs, Labs and Customers, and Labs and the Field, that percent of the licenses must be upgraded every year; that rounds to licenses. Also assuming that that's broken down between the three Tech Codes, and that each require three Contract actions per year for such upgrades (a reasonable grouping in the purchase of licenses). That means contract actions per year per Code, estimating that each Contract action requires a total of man hours per year across NSWCCD to process (first request action to software license received). Using that rounded number of such licenses, at hours each man-hours), times the labor rate described in 1) above equals a cost savings to NSWCCD of per year. Over the course of the base + five option years, that's a total of saved for NSWCCD.

3) Training for advanced features, not previously used, will be immediately available without a procurement.

Assuming each new version of the LabVIEW software yields a five-percent improvement in processing time and capability.

Also assuming a wait for quarterly classes to be offered, and that an Engineer/Technician is immediately available to attend such training (representing no lag time between class presented and attendance). This means that each of the Engineers/Technicians using LabVIEW (version to version) would save 96 hours per year in immediately attending the training and employing the new version if released on 1 Oct. Assuming a year median date (1 April) means 48 saved man-hours per year per Engineer/Technician. That's a total of saved man hours at per hour, for a total annual savings to NSWCCD of . Assuming five Contracts personnel are entailed in each procurement for a total of ten hours per Contract (conservative), and the same labor rate; saves another per year, for a total savings (Contracting and Engineers) to NSWCCD of .

4) Training for new hires will be immediately available without a procurement.

Assuming no changes to the variables from 1) above: Another savings to NSWCCD of is realized. Assuming a certain amount of self-teaching is employed, and only a 20-percent degradation of the Engineer/Technician's time is lost that could have been precluded by attendance at the training, and a savings of is realized for NSWCCD.

5) Technical phone support for all. Some people buy a license once every four-to-five years and lose the support after the first year. The annual cost is approximately percent of a new license so you get the advantage of support at the same cost.

percent of the base year is a savings each year to NSWCCD.

6) Budgeting will be much easier as forecasting cost is fixed for five years.

"Easy" is difficult to quantify. Let's assume a total of man-hours per year are recovered for other Tech Code, C104, and Contracts tasks; and an hourly rate as noted in 1) above. That's an overhead labor savings of per year, for a total of saved for NSWCCD over the course of the base year plus four option years.

Total Gross Manpower-over-Software Savings to NSWCCD for the base year is

Assuming this contract consumes hours in contracting, is spent in bringing the new contract on line.

Further assuming that one person in the SWLO is dedicated percent of their man-year to managing the LabVIEW software.

That costs NSWCCD per year in overhead; totaling in unrealized overhead.

Total NET Manpower-over-software Savings to NSWCCD for the base year (cost savings minus unrecoverable overhead) is

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

The proposed acquisition will be synopsized on the SAM.GOV website in accordance with FAR 5.2. NI software is the required brand but in order to effectively promote competition, we are targeting authorized resellers. This includes any vendor capable of providing the required software that can show proof that they are a designated authorized reseller by the manufacturer.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable. The fairness and reasonableness of the cost/price will be based on an analysis of the contractors cost/price proposal, including backup information supporting the cost/price. In addition, research will include prior contract (N0016717P0022) and market research conducted in July of this year. It is anticipated this analysis will be conducted using experienced technical representatives, contract specialists, and field pricing support.

8. Actions to Remove Barriers to Competition

The Government will continue to canvass the software industry for future NI software (via symposiums, conferences, training) for advancements in this particular software market. If the specification of the software changes, the Government will reexamine future needs and applications.

For the reasons set forth in Paragraph 5, NSWCCD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCCD will assess whether competition for future requirements is feasible.
