TECHNICAL SPECIFICATION

Accident Dosimeter Technical Specification Revision 4

1. Technical Specification - This specification utilizes “shall’ and “should” requirements. The dosimeter is required to meet the “shall” requirements. The dosimeter is not required to meet the “should” requirements; however, these requirements are still desirable.

1.1 Radiological

1.1.1 The dosimeter shall record total neutron dose within the energy range of 0.025 eV – 9 MeV and total photon dose within an energy range of 80 keV – 1.5 MeV.

1.1.2 The dosimeter shall meet the ANSI performance criteria given below.

Total absorbed dose range B*

0.1 to 1 Gy (10 to 100 rad)±50%
1 to 10 Gy (100 to 1,000 rad)±25%
>10 Gy (1,000 rad)Must give positive indication of >10 Gy (1,000 rad)

*The performance statistic, B = (Measured Dose - Delivered Dose) x 100 Delivered Dose

1.1.3 The performance of the dosimeter shall be verified in a mixed neutron and photon field. The field shall have characteristics similar to a criticality accident. The delivered absorbed dose range shall be 10–5,000 rad (0.1 to 50 Gy).

1.1.4 During the initial incident response, an operator in the field shall be able to obtain from the dosimeter a positive indication of absorbed neutron doses exceeding 25 rad (0.25 Gy) without any additional instrumentation other than an IM-265/PDQ or equivalent gamma survey meter.

1.2 Design

1.2.1 The dosimeter must provide a means for attachment to fixed locations and remain in place with incidental contact.

1.2.2 The dosimeter shall be tested against environmental humidity in accordance with the requirements of MIL-STD-810H Method 507.6 for natural, high humidity cycle B2. The dosimeter should not show a degradation of performance after being exposed to the humidity cycles.

1.2.3 The dosimeter shall be a standalone, passive dosimeter that does not require the use of wires or connections to power the dosimeter. However, wiring and connections are permissible for the purposes of reading the dosimeter.

1.2.4 The dosimeter shall not require regular maintenance.

1.2.5 Each dosimeter shall include a unique serial number with barcode.

1.2.6 The dosimeter shall not exceed 3 inches (7.62 cm) x 3 inches (7.62 cm) x 1 inch (2.54 cm) in any dimension.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price Factor 2 Technical Capability

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

(b) Evaluation Factors Factor 1: Price Quotes must include a proposed price for each Contract Line Item Number (CLIN) (see SF 1449 Continuation Sheet provided in this RFQ, pages 3 through 4). The Government will determine prices by adding the total proposed price for all CLINS. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability.

Technical Capability evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating
Description
Acceptable
Quote meets the minimum requirements of the solicitation.
Unacceptable
Quote does not meet the minimum requirements of the solicitation.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) The quoted supplies shall meet the solicitation requirements including the technical specification set forth in this solicitation, delivery dates, and all other terms and conditions stated in the solicitation.

PRICE

The quoter’s price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to:

a. Price comparison with other quoters;

b. Comparison with Independent Government Estimates.

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Quoters shall submit any questions in relation to this solicitation to Chris Rolince by email at Christopher.c.rolinc@navy.mil. The cut-off date for questions is 10:00 am on 18 January 2022.

(c) Contract Award The Government shall email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
