COMBINED SYNOPSIS - SOLICITATION

Water-Jetting at high and ultra-high pressures and Abrasive Blasting Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with

Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13.5, as supplemented with additional information included in this notice. Naval Surface Warfare Center

Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) Purchase Order using Simplified Acquisition Procedures for water-jetting at high and ultra-high pressures and abrasive blasting services using full and open competition. This announcement constitutes the only solicitation and a written solicitation will not be issued.

Quotes are being requested under Request for Quotation (RFQ) no. N0016720Q0281. The

NAICS code is 332812 and the business size standard is 500 employees.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the Defense Federal

Acquisition Regulation Supplement (DFARS) DPN 20161222. SEE ATTACHED

SOLICITATION FOR CLAUSES AND PROVISIONS. Evaluation Factors (See 52.212-2-

EVALUATION OF PROPOSALS.)

The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the

Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable

(LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

PERFORMANCE WORK STATEMENT

Water-Jetting and Abrasive Blasting for Non-skid Removal on Navy Substrates

1.0 DESCRIPTION OF SERVICES/INTRODUCTION:

Navy Surface Warfare Center Carderock Division (NSWCCD) requires water-jetting at high and ultra-high pressures and abrasive blasting for a project that is seeking to understand substrate material loss as a result of surface preparation on flight decks during nonskid removal. Work described is a collaborative effort with

NSWCCD representatives. NSWCCD will need to observe testing, record observations, and conduct and record measurements while work is being performed by the contractor at the contractor’s facility.

2.0 BACKGROUND:

The work described herein is in support of NSWCCD efforts to investigate material loss resulting from common preparation methods utilized on the waterfront. Two types of conditions will be present in the work being performed: (1) bare substrates to understand the risk of utilizing a single surface preparation method, and (2) substrates with applied nonskid (for water jetting) and substrates previously prepared by water‐jetting (for abrasive blasting) to replicate surface preparation conditions as experienced at the waterfront. The work will be scheduled in collaboration with NSWCCD and contractor performing work herein.

3.0 OBJECTIVE:

3.1 Details of specimens provided by NSWCCD and work to be performed by contractor

Contractor will prepare test substrates provided by NSWCCD in cycles (trips).

Cycles will be tentatively separated by approximately 2-4 weeks, depending on scheduling and availability.

Specimens will be sized 3” x 3” coupons, fixated onto 1’ x 1’ base plates for easy maneuverability and feasibility of testing.

4 coupons per 1’ x 1’ test plate.

Water-jetting to be performed may require a cleanliness of SSCP SP-2

Abrasive blasting to be performed may require a cleanliness of SSPC-SP 10.

3.2 Tasking from NSWCCD at contactor facility

NSWCCD will transport test substrates and work with Contractor on creating a suitable fixture to hold the 1’ x 1’ panels.

NSWCCD will be present during testing to observe and record pressures from water-jetting equipment and blasting equipment, blast media being used, and time required to prepare the surfaces.

NSWCCD will record mass loss and thickness data after water-jetting and abrasive blasting, and remove test substrates for the next portion of testing.

3.3 Water-jetting services

3.3.1 Work includes water-jetting aluminum specimen types 5456, and 6082, and steel specimen types HSLA 100, and HSLA 80 as provided by NSWCCD.

Total coverage over all cycles of water-jetting = 192 sq. ft.

3.3.2 Contractor shall accomplish Water‐Jetting items listed in 3.3.3. Cycles in line item #1 will be tentatively spaced out by 2‐4 weeks so that NSWCCD can recoat substrate plates.

3.3.3 Water‐Jetting

1) 5 cycles of water‐jetting to remove nonskid coating system (32 sq. ft. of plate each cycle that hold 3”x3” coupons)

a. 16 sq. ft. of plate – HPWJ @ 30,000 PSI

i. 64 coupons (3” x 3”) held within the 16 sq. ft. of plate

b. 16 sq. ft. of plate – UHPWJ @ 40,000 PSI

i. 64 coupons (3” x 3”) held within the 16 sq. ft. of plate

2) [4] total cycles of water‐jetting for extended periods of dwell time ([1] ‐ 30 sec, [2] ‐ 2 min, [3] ‐ 5 min, and [4] ‐ 10 min) over bare substrate (8 sq. ft. of plate each cycle that hold 3” x 3” coupons)

a. 4 sq. ft. of plate ‐ HPWJ @ 30,000 PSI

i. 16 coupons (3” x 3”) held within the 4 sq. ft. of plate

b. 4 sq. ft. of plate ‐ UHPWJ @ 40,000 PSI

3.4 Abrasive Blasting services

3.4.1 Abrasive blasting to be performed on aluminum specimen types 5456, and 6082, and steel specimen types HSLA 100, and HSLA 80 as provided by NSWCCD.

Total coverage over all cycles of abrasive blasting = 244 sq. ft.

3.4.2 Contractor shall accomplish abrasive blasting items listed in 3.4.3. Cycles in line item #1 will be tentatively spaced out by 2‐4 weeks so that NSWCCD can recoat substrate plates.

3.4.3 Abrasive Blasting

1) 5 cycles of abrasive blasting (36 sq. ft. with base plates each cycle) in accordance with SSPC-

SP 10 or SSPC-SP 10/L(WAB)/NACE WAB-2/L as necessary according to dry or wet blast.

Provide a 3-6 mil profile.

a. 8 sq. ft. of vapor blasting

i. 32 coupons (3” x 3”) held within the 8 sq. ft. of plate

ii. 30-40 Garnet

iii. 160 psi

b. 8 sq. ft. of slurry blasting

4.0 SPECIAL QUALIFICATIONS

4.1 Contractor must be familiar with surface preparation methods commonly used in NAVSEA Standard Item (NSI)

009-32, and SSPC water-jetting and abrasive blasting cleanliness standards.

4.2 Contractor facility must be able to accommodate time-frame schedule between work cycles (2-4 weeks tentative) to allow for NSWCCD project tasking and recoating substrate plates to be completed.

4.3 Contractor facility must be located within 225 miles of Naval Surface Warfare Center Carderock

Division (NSWCCD) 9500 MacArthur Blvd., Bethesda MD 20817

5.0 GOVERNMENT FURNISHED EQUIPMENT/PROPERTY/INFORMATION

5.1 NSWCCD will provide substrates of 1’ x 1’ x ¼” plate that contain 3” x 3” panels fixated within the

1’ x 1’ plate (See Figure 1).

52.204-25 PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (AUG 2020)

(a) Definitions. As used in this clause--

Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).

Covered foreign country means The People's Republic of China.

Covered telecommunications equipment or services means--

(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);

(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology

Company (or any subsidiary or affiliate of such entities);

(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or

(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the

Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Critical technology means--

(1) Defense articles or defense services included on the United States Munitions List set forth in the International

Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;

(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export

Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled--

(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or

(ii) For reasons relating to regional stability or surreptitious listening;

(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);

(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);

(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such

Code, or part 73 of title 42 of such Code; or

(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.

Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.

Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.

Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR

4.2104.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

(c) Exceptions. This clause does not prohibit contractors from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(d) Reporting requirement.

(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the

Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.

(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause:

(i) Within one business day from the date of such identification or notification: The contract number; the order number(s), if applicable; supplier name; supplier unique entity identifier (if known); supplier Commercial and

Government Entity (CAGE) code (if known); brand; model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.

(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause: Any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.

(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial items.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the

Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the

Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent

Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the

Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price

Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the

Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

(b) Evaluation Factors

Factor 1: Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability

The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate the acceptability of that quoter’s Past Performance.

Technical Capability evaluations will result in one of the following ratings:

2) The quote must clearly demonstrate that the Vendor can meet all solicitation requirements in accordance with the Performance Work Statement, CLINs descriptions

0001-0002.

PRICE

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
