SOLE SOURCE JUSTIFICATION FOR SIMPLIED ACQUISTIONS
From:
To: Cognizant Code 02 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE,
AND DELIVERY REQUIREMENTS
• Laser tracking system software development, calibration of the system, and ground truth testing in the NSWCCD MASK Facility.
• Delivery on 12/31/20
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISION
• The Ocean Visibility and Optics Laboratory at HBOI-FAU is the only applied research laboratory that can provide the combined expertise in underwater laser and lidar systems, laser scanning and detection hardware, control, acquisition processing algorithm software, and a complete non-invasive underwater optical tracking system, which meets both the volumetric surveillance performance requirements and update rate within the Size, Weight and Power (SWaP) constraints for this application. The cost of going to another source would take over ~2-3 years to reach the same level of expertise.
• The signal processing techniques and portion of the custom hardware is proprietary.
3. MARKET SURVEY
Several months of literature and patent searches yielded the conclusion that this had never been done before, and is not commercially available.
4. ADDITIONAL FACTS
Code 7530 estimates that the design, modification of hardware, software, firmware, manufacture of a prototype, and facility testing; resulting in the development of the complete calibrated prototype unit would cost in excess of $■k in research, labor, and specialized hardware, if another such underwater laser testing laboratory existed anywhere else. Without this prototype system, it will make it impossible for Code 7530 to be able to complete the assigned task by the end of calendar year 20. This would result in the potential loss of future ONR work for the facility.
