1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
The M241 Barge, located at Bangor Waterfront Operations (BWO) site, is equipped with two “Detroit Diesel” engines that act as prime movers for electric generators, which power the M241 Barge when underway. The two diesel engines require routine periodic

servicing that is normally conducted by the Bangor Waterfront Operation (BWO) staff, unless the service requirements exceed the BWO staff technical capability. The M241 diesel engines are at the point in their service life that they require an engine “overhaul” service, which exceeds the BWO staff’s technical capacity. The engine overhaul service requires a certified “Detroit Diesel” technician to accomplish the “overhaul” service.
“Detroit Diesel”, the Original Equipment Manufacturer (OEM), was acquired by MTU.
MTU reports the nearest certified servicing agent is Pacific Power Products of Vancouver, WA, which has a local branch, Pacific Power Group, in Kent, WA.
BWO provides critical US NAVY fleet training on the M241 Barge. Proper operations of the M241 Barge “Detroit Diesel” engines are required to support this critical fleet training. The alternative to using a certified “Detroit Diesel” technician for this required service is to purchase and install new diesel engines manufactured and supported by another company, which would entail dry docking the M241 Barge and purchase of new diesel engines. This cost would exceed $500,000. Additionally, switching to another company would result in a significant time delay and would result in an inability to support fleet readiness.
3. MARKET SURVEY
Although the engines requiring maintenance are a commercial product, there is only one local company authorized and certified to do the required service life maintenance. The cost for the overhaul was based on a quote from this company. The maintenance requirement was obtained by analyzing the OEM manual and comparing it to actual run hours.
