BRAND NAME JUSTIFICATION

FOR SIMPLIFIED ACQUISITIONS

From: Michael Pietraszewski (Code 7420)

To: Code 02 Acquisition Branch

Subj: BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

Navy Surface Warfare Center Carderock Division (NSWCCD) Code 7420 intends to purchase two separate infrared cameras. Both cameras will be used to make calibrated infrared measurements. One camera that is functional in the long-wave infrared (LWIR) waveband, and contains a strained super-lattice (SLS) based detector array. The second camera is functional in the mid-wave infrared (MWIR) waveband, and contains an Indium-Antimony (InSb) based detector. The communication protocols, optics, sensitivity, uniformity, and characterization of the cameras must meet specific standards to make the quality measurements expected by our sponsors.

The total estimated cost for the purchase is $172,000.

The brand name recommendation for the LWIR camera is the FLIR A6751sc SLS (7.5 -10.5µm), 640x512, f/2.5, with both 25mm and 50mm lens options.

The brand name recommendation for the MWIR camera is the FLIR A6701sc (3.0 -5.0µm), 640x512, f/2.5, with both 25mm and 50mm lens options.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

NSWCCD Code 7420’s mission is to support the NSWCCD Signature Department by providing infrared and electro-optical signature guidance on Navy assets. To accomplish this mission, scientific-grade sensors are required to collect calibrated imagery. These sensors must be rigorously characterized and used with custom in-house developed software for control and data capture. Both cameras have been demonstrated and used by NSWCCD Code 7420 in the laboratory. Characterization and calibration of this particular imager will be performed using the tools already developed by Code 7420, which function with FLIR imagers. Selecting an alternative imager would require re-developing of tools, estimated at 50 hours of labor at an hourly rate of approximately $145 to total an additional cost of $7,250. Selecting an alternative imager would also require additional software development to control and calibrate the data, adding an additional 50 hours of labor and $7,250 to the total cost.

Pursuant to FAR Part 6.302-1 (c) (1) Brand Name product peculiar to one manufacturer, FLIR infrared cameras are essential to the agency’s needs and thereby precluding consideration of a product manufactured by another company, this requirement will be processed as a Brand Name

Only.

3. MARKET SURVEY

Other FLIR distributors contacted that do not sell the FLIR A6701 or FLIR A6751 include

Digikey, Allied Electronics, Aramsco, Monroe Infrared, Global Test Supply, Techni-tool, and

Mid-State Instruments. There is a wide array of quality and price ranges available in the market for standard and scientific grade infrared imagers. Similar cameras do not compare to the high performance scientific sensors required by Code 7420.

4. ADDITIONAL FACTS

In order to meet the schedule and receive the best value for the Government, procurement and use of the FLIR A6701 and FLIR A6751 mentioned above is required.

5. CUSTOMER SIGNATURE:

I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this sole source justification precludes the use of full and open competition.
