BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From: Code 1041

To: Simplified Acquisition Section, Code 022

Subj: BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

The Naval Surface Warfare Center, Carderock Division (NSWCCD), Ship Engineering Analysis and Technology Center (SEATech), Code 104 is purchasing the annual Support & Maintenance for the Panasas mass storage systems, Tahoe, Pyramid, and Carson. These storage systems attach directly to the SEATech High Performance Computing (HPC) Clusters and support the

Carderock Engineers and Naval Architects. The cost estimate is $. Delivery is required by

4/30/2019.

The recommended Brand Name is:

Panasas 969 W. Maude Avenue, Sunnyvale, CA 94085

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON PRODUCT’S

UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

The Support and Maintenance being purchased is for Panasas hardware. No other manufacturer’s

Support and Maintenance will be valid for the Panasas hardware.

If we were to purchase a different vendor’s Support & Maintenance, the current Panasas storage would have to be replaced with that vendor’s hardware. This would require a CIP purchase, which would not happen until at least FY25, and possibly later. It would require an expenditure of about $ for the hardware and an unknown amount for the Support and Maintenance

(different vendors’ pricing ranges from $ to $ ) and result in significant labor costs for the purchasing and acquisition process. This would also render the existing Panasas hardware useless, which is an additional loss of about $. The delays would impact the work of the

Carderock Engineers and Naval Architects. It would create delays and increase costs in the projects that the SEATech Center supports, such as the Virginia Class, Columbia Class, CREATE, and DDG-1000 Programs, for Sponsors such as NAVSEA, ONR, and DARPA.

3. MARKET SURVEY

Due to the requirement that the Support and Maintenance must be for the existing Panasas system, only Panasas Support and Maintenance was considered. Hence, we consider Panasas

Support and Maintenance the only option for our existing requirements.

As reported by the manufacturer of the mass storage system, Panasas, the authorized resellers include, but are not limited to, the following companies.

All of the above listed companies are Small Businesses.

4. ADDITIONAL FACTS

This storage attaches directly to the SEATech HPC clusters, which are used 24/7 and are integral to operations at SEATech.

5. CUSTOMER SIGNATURE

I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this Brand Name Justification precludes the use of full and open competition.
