SOLE SOURCE JUSTIFICATION FOR
SIMPLIFIED ACQUISITIONS
From: Requisition Originator Code (7402) To: Code 02 Simplified Acquisition Branch (SAP)
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The following software is required to be procured as soon as possible in order to complete existing in-house tasking from OPNAV:
This software can only be procured through Phoenix Integration who is the sole provider of Model Center Integrate and Model Center Explore.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
Based on the attached letter from Phoenix Integrations, the sole reseller of the required ModelCenter Integration equipment is Sandia National Labs. Phoenix Integration creates the software, and authorizes Sandia National Labs to sell the equipment to government entities.
Based on this letter, market research, and existing contracts of previous purchases, competition is not feasible as existing In‐House Navy Multi‐Hull Design Synthesis Tools have been developed, as part of a multi‐year, multi‐million dollars International Project Arrangement, using Model Center Integrate and Explore at its foundation. These tools are required for use to complete existing in‐house OPNAV tasking on a classified system which requires its own license to be purchased. This is a critical and immediate need because existing in‐house tasking cannot be completed without this software and its associated training.
The impact on the fleet mission will be that future ship concepts will not be developed in a timely manner to meet the OPNAV Sponsor's needs within this POM cycle. This will delay the introduction of new platforms into the fleet.
Impact on the shore establishment mission is that Carderock will not be able to complete existing in‐house tasking to meet OPNAV Sponsor's needs, thereby putting future tasking in jeopardy.
3. MARKET SURVEY
Market research was performed, and it has been concluded that Phoenix Integration is the sole provider of Model Center Integrate and Model Center Explore. Similar software’s would not be technically acceptable, because no similar software has the minimum requirements that Model Center Software can provide. It would not be feasible for the government to purchase any other similar software, as it would not be compatible with already installed software, which is critical to the fleet’s mission.
This software is currently being used for modeling concepts and it meets our needs. Based on this fact, and previous purchase history, it can be shown that the only compatible/acceptable license that meets the requirements of this mission is this specific ModelCenter Integration software license. This license pulls together several other existing tools and applications is already being used by the Navy, and properly models concepts in sufficient detail for our needs.
The current procurement price based on the quote provided is approximately $90,000. The cost to rework the system to be compatible with another perpetual license of comparable software, as well as the cost to replace the licenses that have already been procured for the government and this mission would cost approximately $250,000 for the licenses and software alone. Additional costs of labor and training to rebuild the system, and learn the new licenses to become compatible with mission requirements would approach roughly an additional $100,000-$150,000. The grand total of new software licenses, as well as the cost of labor would put the new procurement price at around $350,000.
