SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From: , Code 636

To: Code 02 Simplified Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

The subject procurement is for the Arbin 5V/1A battery cycler (LBT21084-(-5)~5V-

1/0.05/0.002/0.0001A-16CH-110V1P). The 5V Arbin Battery Cycler is a sixteen channel battery cycler with four current ranges (1A/0.05A/0.002A/0.0001A) and electrochemical impedance spectroscopy (EIS) integration. It offers significant flexibility when conducting tests across its sixteen channels and four temperature control zones.

The estimated value of the Arbin unit is . The delivery time in which it is required in

16 weeks after award.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

Arbin is the only manufacturer of the Arbin 5 volt multi current battery cycler. This battery cycler allows for multiple modes of operation such as constant current, constant voltage, constant power, constant resistance and other arithmetic functions. Arbin also offers true bipolar linear which will allow the battery to cross-zero linearity and allow the programmer to go from charge to discharge without an additional rest step. This Arbin’s cycler allows for a working temperature from 10 to 60° Celsius, a data logging rate of 2000 points per second per channel, a minimum step time of every 5mS, which is necessary for our test profiles. The Arbin cycler is used for basic cycling, electrochemical experiments, and advanced real-world simulations on coin cells, prismatic, and cylindrical cells in the current and voltage range mentioned above.

NSWCCD requires a 5 millisecond (mS) minimum step time. Arbin allows for a minimum step time of 5 mS while the Maccor minimum step time is only 10 mS. Some of the more important electrochemical phenomenon occur in very short timeframes, meaning important test data can be missed without this 5 mS step time. The closest comparable item from Maccor offers less functionality and a slower recorded rate, resulting in less detailed test results over a greater period of time.

3. MARKET SURVEY

Code 636 performed an internet survey and no other battery cycler is available that would perform all of the required specifications, and no vendor was found that sells Arbin equipment aside from

Arbin. Although Maccor may provide a similar device, its speed is slower which could interfere with voltage/current monitoring during sensitive tests.
