This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal

Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for a High Performance

Computing System in Support of Naval Surface Warfare Center Carderock Division as specified in the attached Statement of Work.

This solicitation is a total Small Business Set-aside. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quote (RFQ)

no. N0016718Q0077. The NAICS code is 334112 and the business size standard is 1,250. This requirement is being solicited as a total Small Business Set-aside.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-98 and the Defense Federal Acquisition Regulation

Supplement (DFARS) DPN 20180601. SEE ATTACHED SOLICITATION FOR CLAUSES AND

PROVISIONS.

The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Evaluation Factors (in order of importance)

1. Technical – Offerors’ quotes must reflect the required Statement of Work included in the RFP.

2. Price – Offerors’ proposal must include all applicable costs.

See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 25 - 26, for additional information regarding the evaluation process for this award.

Questions/clarification regarding this solicitation must be submitted via email to patricia.vara@navy.mil no later than 13 June 2018, 10:00 AM EST. All questions will be answered in an amendment to the solicitation.

Quote packages are due by 20 June 2018 by 10:00 AM EST. Late quotes will not be considered.

HPC SYSTEM SPECIFICATIONS

HPC System

Commercially-available, production grade, scalable, high performance computing (HPC) system, which contains 1) Cabinet Enclosure, 2) Power Supply Management, 3) Master/Login Node Server, 4) Compute Node Server, 5) Network Attached Storage, 6) Administrative Network, 7) Cluster Management Software, 8) Maintenance and Warranty that meet the following minimum specification requirements:

System must operate in space with cooling capacity of 10.5 tons o System must be air-cooled o System must be configured to automatically shut down in the event of overheating.

System must fit in a maximum foot print 60” Depth x 48” Width x 82” Height

The space does not have a raised floor for cable runs, etc.

1) Cabinet Enclosure (CLIN 2) Single cabinet enclosure EIA-310 Standard or Open Rack Standard Minimum 40 Open U (OU) height Adequate capacity for:

o Power supply management, o Master node server, o Compute node server

One unit of compute node(s), with option for future expansion Specify maximum capacity in single cabinet enclosure o Network attached storage node server, o One administrative network, o Includes enough blanking panels to cover the open spaces.

2) Power Supply Management (CLIN 2) EIA-310 Standard or Open Rack Standard integrated solution o System Power capacity 30kVA o 208v 3-phase input, locking receptacle

Temperature probes for graceful shutdown of system components during loss of cooling event Managed battery backup for graceful shutdown of system components during loss of power event Sufficient battery supply to maintain full system operation for minimum of 5 minutes during loss of power event o “Full system” includes listed components with maximum number of compute node servers accommodated in the cabinet enclosure (see (1) above)

Meet the following power quality standards: Computer Business Equipment Manufacturers Association (CBEMA) and Information Technology Industry Council (ITIC)

Use 208V for compute racks and non- compute racks

GCC 4.7, GCC 4.9, IntelCC 17.0 o Installed MPI platforms include:

OpenMPI 1.8, OpenMPI 1.10, IntelMPI 5.1, IntelMPI 2017 o Include build and tuning information for all platforms o License for Intel Cluster Studio [1]

4) Compute Node Server (CLIN 1) One [1] unit of compute node(s), with option for expansion EIA-310 Standard or Open Rack Standard Integrated solution Diskless, PXE Boot Minimum of 4 GB of memory per compute core Intel Xeon (Broadwell or newer) family of processors o Same processor type and same processor speed as the login node server o Configured to have a high ratio of peak CPU memory bandwidth to peak CPU floating point capability o HyperThreading disabled

5) Network Attached Storage (CLIN 5) EIA-310 Standard or Open Rack Standard Integrated solution Able to mount /home to the login node and the compute nodes Contain two distinct file systems (way in which files are named and where they are placed logically for storage and retrieval) o /work — a single file system (temporary storage) with minimum 20TB of formatted usable disk storage and expandable o /home — a single file system (user accounts and system files) with at least 1TB of formatted usable disk storage

At least 0.4GB/s of read, write, and full duplex bandwidth (respectively) between the compute nodes and /home

(WAN) connectivity is required.

Tightly integrated Cluster Expansion and Infrastructure Interconnect reliability, availability, and serviceability

(RAS)

o Each interconnect link must have at least 56 Gbps of peak bandwidth o End-to-end interconnect latency must be no greater than 5µs (five microseconds)

Capacity to grow compute pool with existing network, without degradation of network performance

7) Cluster Management Software (CLIN 6) Bright or Scyld required.

Provide a batch scheduler/workload management system (WMS) Pre-bundled OS and network optimizations for OS settings, drivers, and Infiniband (FDR) environments that are necessary for proper performance and functionality inside an HPC environment.

Single system install for cluster consistency.

Compatibility with 3rd-party applications & compilers Allow compute nodes (as a collective whole) to be powered down without impacting the power to other system components

8) Maintenance and Warranty (CLIN 7) Vendor shall have a SECRET clearance level to provide installation and maintenance support Include at least 1-year warranty on parts and 1-year maintenance support.

Statements of volatility from the vendor for each volatile component o Volatile components, contrary to non-volatile components, are computer components requiring power to maintain stored information; they retain contents while powered on but when the power is interrupted, the stored data is lost immediately or very rapidly.

o No return policy on hard drives & other non-volatile parts.

Maintenance support includes On-Site Next Business Day (8am-5pm EST) On-Site benchmark testing of installed system prior to acceptance (Acceptance testing document in preparation)

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

Individuals currently using an NCACS credential for installation access are required to switch to a Defense Biometric Identification System (DBIDS) credential no later than 14 August 2017. NCACS will not be accepted after 14 August 2017 for Installation access. NCACS users may report to the Visitor Center, building 20, to fill out the required paperwork to obtain a DBIDS credential.

The DBIDS identification card will expire at the end of the contract period, normally one year, but for multiyear contracts the DBIDS expiration will not exceed three years. There are no fees incurred by the contractor, vendor, or supplier to obtain a DBIDS credential.

Contractors (without CAC), vendors, delivery personnel are required to complete and sign the Department of the Navy Local Population ID Card/Base Pass Registration, SECNAV Form 5512 authorizing the DOD/DON and other authorized Federal agencies to obtain any information required from the Federal government and/or state agencies, including but not limited to, the Federal Bureau of Investigation (FBI), the Defense Security Service (DSS), the U.S.

MACARTHUR BOULEVARD – OVERWEIGHT VEHICLE GUIDELINES

1. Roadway has a posted load (weight) restriction of 6 tons GVW.

2. Washington Aqueduct (WA) makes exceptions up to approximately 15 tons GVW for special conditions. (School buses, garbage trucks, fire trucks, construction work and special deliveries).

3. Two methods of approval:

a. Verbal (short duration access)

b. Permit (daily/weekly/monthly business)

4. Verbal Method:

a. Applicants calls WA

b. WA requests location of delivery, day of delivery, and GVW of vehicle.

c. WA makes approval or disapproval decisions based on weight of vehicle, location of delivery and conduit condition in that area.

d. If approved by WA, the Montgomery County Police are called and given notice of approval (301-652- 9200).

The following information is given to the Police:

a. Name of delivery company

b. Address of delivery

c. Date of delivery

The police record the information in a log book at the Bethesda Police Station. If the applicant is stopped by the police on MacArthur Boulevard, he should tell the police officer that he has been approved and the police officer should call the police station to verify the approval. If there is no record at the police station the truck driver will get a ticket and be fined.

5. Permit Method:

a. Applicant calls Montgomery County Department of Public Works and Transportation, Division of Traffic and Parking Services at 301-217-2190 for permit application.

b. Applicant completes permit application and sends it back to Montgomery County.

c. Montgomery County sends application to WA for approval or rejection.

d. WA reviews application and approved or rejects it based on GVW criteria and purpose of request.

e. WA sends application back to County. If approved Montgomery County will issue a bumper sticker permit and if disapproved County sends letter of rejection.

6. No concrete trucks are allowed on MacArthur Boulevard due to excessive weight. Trucks normally weigh 30 to 40 tons loaded. Concrete trucks can be driven to a street intersection at MacArthur Boulevard and concrete can be pumped or transported by a front end loader to the specified building site.

7. No ten wheel trucks are allowed on MacArthur Boulevard due to excessive weight. Single axle trucks are permitted if GVW is less than 15 tons.

8. Overweight trucks can cross MacArthur at locations of heavy duty crossings.

HEAVY DUTY (AND MEDIUM DUTY) CROSSINGS

ON MACARTHUR BOULEVARD

1. Anglers Inn 12” reinforced concrete slab supported by W 12x79 beams, 4’ c.c. and bridging “New Conduit” only. Three foot thick concrete wall extending down to floor slab of conduit supports W 12x79. Old conduit has 12” concrete slab on grade over it.

2. Brickyard Road 12” reinforced concrete slab supported by W 12X79 beams, 4’ c.c., supported by 3’ thick concrete walls outside and 4’ thick intermediate wall.

3. Palisades (Medium Duty) 10” concrete slab (no supports) with #4 @ 12” both ways.

The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, for any item will result in a technical rating of “UNACCEPTABLE" unless corrected through discussions.

An overall technical rating of "UNACCEPTABLE" makes a quotation ineligible for award.

An offeror is expected to submit sufficient information in response to the Solicitation to allow for the evaluation of his/her quotation.

Each of the evaluation factors will be rated as follows:

Factor 1 - Technical The Government will evaluate the offeror's capabilities to provide services IAW the Solicitation.
