SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 11-Jul-2017 10:00 AM to 17-Jul-2017 04:00 PM.

The following have been added by full text:

QUESTION AND ANSWERS

Q1. What type of small boats will the government be providing to the contractor?

A1. One USN standard 7 meter RIB and one 41 foot utility boat (ex-USCG 41UB).

Q2. Can you provide an electronic copy of NSWCCD-23TM-2009/01 Combatant Craft Standard Operating Procedures for Test and Evaluation Personnel and Craft, Jan 2009?

A1. This reference is removed from the Performance Work Statement.

Q3. When are the anticipated start dates?

A3. Tentative dates 11 -22 Sept 2017 for the 3 classes (respectively 4, 3 & 3 days).

Q4. Will the Initial and Refresher classes be scheduled sequentially (ie, back-to-back weeks in one trip)?

A4. Classes are back-to-back weeks in one trip

Q5. Concerning Technical Evaluation:

Q5(a): Should offerors provide information about their competence and experience as an attachment to the offer on separate sheets?

A5(a): Yes

Q5(b): Should a stock training outline or a detailed description of the syllabus be provided with the offer?

A5(b): Detailed description of the Syllabus.

Q6. How many students participate in the 4-day initial training at one time. Similarly, how many in the subsequent

3-day refresher training?

A6. For the initial and refresher the maximum is 10 students for each class; however there have been less than 5 students in attendance to each class.

Q7. What are the sizes, capacities and construction of actual boats required for the training? How many are required at one time or is that determined by a contractor?

A7. Navy Std 7m RIB and ex USCG 41' Utility Boat. Both are required at the same time.

Q8. 1.6.4 References the NSWCCD-23TM-2009/01 Standard. Apparently, this is a Navy Standard for operations of small craft. No reference to it can be found through research. Is this available, and does it set forth the actual expected schedule and syllabus for the initial and refresher training?

A8. This reference is removed from the Performance Work Statement.

Q9. Our Subject Matter Experts have asked for clarification of 1.6.4 Scope – ref Helo ops. Those SMEs have conducted related helo training and want clarification on what the curriculum requires. They note the helo crews actually conduct the descent from helo and removal of patients or individuals from boats. Boat crews do package patients. Does the desired curriculum seek patient packaging and interaction with a helo, or does it seek only boat handling expertise while in areas of helicopter operations?

A9. This reference is removed from the Performance Work Statement.

Q10. Again from 1.6.4, is there a specific, existing outline or schedule for the 4 days of initial training and 3 days of refresher training?

A10. SMEs should develop outline from the training topics in the description for the initial course in the attachment. The 3 day refresher is a condensed version of the initial course.

Q11. 1.6.1 notes Place of Performance to be Norfolk, VA. Assuming that to be so, are there specific and acceptable areas already identified to conduct all elements of the job performance requirements stated in 1.6.4?

A11. Training should take place from Naval Surface Warfare Center Carderock Combatant Craft

Division's facility on Naval Station Norfolk. All underway training should occur in waters not more than 10 nm from the facility.

Q12. Is this an incumbent contract?

A12. Previous contract Number is N00167-16-P-0244 Marine Rescue Consultants.

The following have been modified:
