INSTRUCTIONS TO OFFERORS
BLANKET PURCHASE AGREEMENT (BPA)
FOR WELDING SERVICES
To respond to this announcement:
Please note this requirement is 100% set-aside for small businesses. In addition, the offeror must be located within a 300 mile radius of the Naval Surface Warfare Center, Carderock Division (NSWCCD) located at 9500 MacArthur Blvd, Bethesda MD 20817.
1. Complete the DD Form 1155 with the following information:
a. In block number nine (9), provide contractor name, address, phone number and CAGE code.
b. In block twelve (12), provide discount terms, if applicable.
c. In block sixteen (16), provide acceptance with signature and date.
2. Provide a list of your Welding capabilities. This shall include the following:
a. Provide a detailed description of the company’s equipment that will be available for use under the resultant BPA. The Contractor must be skilled in Shielded Metal Arc Welding (SMAW), Gas Metal Arc Welding (GMAW), and Gas Tungsten Arc Welding (GTAW) welding processes. Any and all experience in Waterjet capability is a plus but not required.
b. Provide the skill level and experience of the personnel that will be available to perform under the resultant Blanket Purchase Agreement (BPA). This information should clearly demonstrate that the machining staff has the necessary experience to work with the various types of metals identified in the BPA document, which is attached to this synopsis.
c. Offerors shall provide a description of their Welding capacities/capabilities and their ability to provide a rapid turnaround of deliverables. Offerors shall provide tolerances to which they can hold final dimensions.
3. Provide four (4) or five (5) past performance references for previous contracts performed. Include the contractor’s name, point of contact, phone number, contract number, date completed, and a brief description of the effort performed.
4. Complete the fill-in Clause 52.212-3 entitled “Offeror Representations and Certifications - Commercial Items (MAR 2015) Alternate I (OCT 2014)

EVALUATION OF PROPOSALS
Based on the information received, BPAs will be issued to offerors with the necessary capabilities to meet Government requirements and have acceptable past performance.
It is anticipated that multiple BPAs will be issued to qualified vendors responding to this requirement. As work becomes available, ALL BPA holders shall be given an opportunity to compete for the individual work. Specific requirements will be made available as work is identified. Various individual orders may be issued based on factors other than price. In order to receive a BPA for this effort, NSWCCD shall evaluate all responses received based on the following criteria:
The vendors welding equipment shall be evaluated for acceptability in successfully performing this effort.
The vendors welding personnel shall be evaluated to determine their relevant skills and experience to perform the types of welding required.
The vendors past performance shall be reviewed to determine acceptability in providing a quality product and the ability to meet agreed to delivery dates.
The vendors manufacturing capacities/capabilities shall be examined to determine their ability to provide rapid turnaround of deliverables and their ability to meet agreed to delivery dates.

BLANKET PURCHASE AGREEMENT
BPA Master Dollar Limit: $3,000,000.00 BPA Call Limit: $150,000.00
The resulting Blanket Purchase Agreement (BPA) will be issued under Simplified Acquisition Procedures (SAP) in accordance with FAR Subpart 13.5 – Test Program for Certain Commercial Items.
Period of Performance: 5 years from date of award.

1. Description of Agreement: The suppliers awarded a BPA shall furnish supplies described in CLIN 0001 if and when requested by the contracting officer for the duration of the BPA.
NAICS: 333992 (500 employees) applies.
2. Extent of Obligation: The government is obligated under the BPA only to the extent of the authorized purchases actually placed against this agreement. Calls placed against the BPA shall be numbered sequentially throughout the life of the BPA, starting with 0001.
3. PRICING: The prices to the Government for all calls made under this agreement shall be as low as, or lower than, those charged to suppliers most favored customer, in addition to any discounts for prompt payment. Purchases under the awarded BPAs will be made in accordance with FAR 13.303-5 and DFARS 213.303-5. Current pricing will be requested from vendors at the time a requirement is determined by the government.
4. FOB: All orders shall be FOB Destination.
5. NEGOTIATION AUTHORITY: The issuance of individual calls under this BPA will be made under the authority of Title 10 U.S.C. 2304(a) and Federal Acquisition Regulation (FAR) 13.303.
6. Accounting and Appropriation data will be included in each call placed under this BPA.
7. No partial deliveries against individual calls are authorized.
8. DELIVERY TICKETS: All call deliveries will be accompanied by a delivery ticket. Delivery tickets will be prepared by the contractor and shall contain the following information:

9. INVOICING: All invoices shall be submitted electronically through DoD Wide Area Workflow Receipt and Acceptance (WAWF) system following instructions provided in clause 252.232-7006. An invoice shall be submitted monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during the billing period. The invoice shall identify the delivery tickets covered, stating their total dollar value, and supported by receipt copies of the delivery tickets. No partial shipments or billings for calls against the BPA will be authorized.
10. PAYMENT OF INVOICES:
All payments will be made through electronic funds transfer (EFT).
11. INDIVIDUALS AUTHORIZED TO PLACE CALLS: The following is a list of individuals that are authorized to place calls against this BPA and their respective individual dollar limitation per call:

ITEM NO SUPPLIES/SERVICES
CLIN 0001 1. BACKGROUND
The Industrial Model Manufacturing Facility of the Naval Surface Warfare Center Carderock Division (NSWCCD), Code 1026, located in West Bethesda, MD, is responsible for the fabrication, manufacture and inspection of high tolerance prototype ship and submarine models and model components.
2. DESCRIPTION OF REQUIREMENTS
The contractor shall provide labor, materials, facilities and equipment necessary to perform the tasks outlined below.
2.1 – The contractor shall provide Welding Services for various components developed from a variety of materials such as stainless steel (300, 400 and 17-4 PH series), aluminum (5000, 6000, and 7000 series), medium and mild steel, HY-80,100, HSLA-80 and 100 steel, pipe, structural steel, nickel aluminum bronze alloy, titanium, etc.
2.2 – The contractor shall provide Welding Services that are conventional.
2.3 – The contractor shall have onsite programming capability utilizing Computer-Aided Design (CAD)/Computer-Aided Manufacturing (CAM) software.
2.4 – The contractor shall package or palletize completed parts and return to NSWCCD or other location as instructed by the Technical Point of Contact (TPOC).
2.5 – The contractor shall provide final documented inspection reports and material certifications for completed parts (if required and/or requested). All equipment/devices used to generate inspection reports must be calibrated to meet National Institute of Standards and Technology (NIST) standards. Inspections shall be performed at the contractor’s site. However, final acceptance of parts is subject to inspection at NSWCCD.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAR 2015)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;

Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
