1.0 SCOPE:

This Statement of Work (SOW) sets forth the requirements for procurement and delivery of an Acoustic Pressure Vessel for acoustic testing of the TR-343 Transducer, AN/SQS-53C Hull Mounted Sonar Array Subsystem, AN/SQQ-89(V) Anti-Submarine Warfare (ASW) System.

The TR-343 Transducer Program is under the cognizance of PMS4013, Hull Sensor Systems, with Naval Surface Warfare Center (NSWC) Crane Division serving as the Acquisition Engineering Agent (AEA) and In-Service Engineering Agent (ISEA).

1.1 Background.

The TR-343 Transducer is part of the AN/SQS-53C Hull Mounted Sonar Array, which is a component of the AN/SQQ-89(V) ASW System. The AN/SQQ-89(V) is a fully integrated Surface Ship Undersea Warfare (USW) combat system with the capability to search, detect, classify, localize, and attack submarine targets. The acoustic testing of the TR-343 is a necessary part of validation and verification, and must be performed on every TR-343.

2.0 APPLICABLE DOCUMENTS:

The Statement of Work (SOW) is the only applicable document.

3.0 REQUIREMENTS:

3.1 General Requirements. The Contractor shall provide the necessary equipment, facilities, resources, management and labor to fabricate, assemble, inspect, test and deliver an Acoustic Pressure Vessel with the following configuration. A drawing package shall be provided by the contractor prior to Pressure Vessel construction for approval by the technical points of contact.

3.1.1 Physical configuration. Acoustic Pressure Vessel shall be a cylinder with dome or hemispherical endcaps operated with the cylinder in a horizontal orientation. Internal Diameter of the cylinder shall be 12 feet (± 2.0% measurement tolerance). The cylindrical portion of the Pressure Vessel shall have a length sufficient for an internal length of 14 feet (± 2.0% measurement tolerance) including end caps. An integrated or attached saddle shall be included to support the Acoustic Tank filled with water (and test equipment up to 500 lbs.) on a horizontal surface.

3.1.1.1 Openings and Access. One (1) 42” diameter hinged opening and lockable dome hatch shall be provided on the top of the Pressure Vessel, 36” offset from the horizontal center. Hatch shall open with a minimum angle of 90° from the closed position to accommodate the lower of test equipment and allow unobstructed access of the openings full 42” diameter. Hatch shall not open greater than 135° from the closed position to protect cables and openings that will be available on the center of the dome hatch. Starting from the locked and closed position, the hatch shall be able to be unlocked and opened to at or beyond the 90° minimum opening and at rest in less than one

(1) minute. Any additional assisting equipment (hydraulic, air, electrical) that is required to meet the locking, opening, and time requirements shall be included with the tank purchase. Assisting equipment shall be confirmed through the COR prior to any purchase or fabrication by the contractor.

A total of eight (8) Nation Pipe Tapered (NPT) openings shall installed that adhere to ANSI/ASME B1.20.1 pipe threads standards and practices. The NPT openings shall be designed and installed with the following description:

•Two (2) 2” NPT openings shall be provided at opposite ends of the tank, one on the lowest part of the cylinder at one end and one at the upper most part of the cylinder on the opposite end.

•Four (4) 2” NPT openings shall be provided on the dome hatch with one located in the center of the dome.

•Two (2) 2” NPT openings shall be provided on the endcaps of the tank, one in the center of each domed end.

3.1.1.2 Operating Conditions. Acoustic Pressure Vessel shall be operated completely filled with fresh untreated tap water, and designed to operate with an internal pressure of 50 psig. Acoustic Pressure Vessel shall be designed in accordance with industry standards to safely accommodate sustained internal pressure of 50 psig. Acoustic Tank shall be made of corrosion resistant material or coated internally and externally sufficiently to remain corrosion free for a minimum of 5 years between re‐coatings. Acoustic Tank shall be designed and built to ASME Pressure Vessel Code appropriate to Acoustic Tank testing requirements.

3.2 Processes and Procedures. The Contractor shall maintain Assembly Fabrication Processes and Test/Inspection Procedures required to fabricate, assemble, inspect and test the Acoustic Pressure Vessel according to industry standard practices. Industry standard safety factors shall be applied to ensure the Acoustic Pressure Vessel can support weight and operating pressure defined in the General Requirements paragraph 3.1 above.

3.3 Packaging/Shipping. Acoustic Test Vessel shall be packaged and shipped in accordance with industry standards and shall be adequately protected from damage during shipment to delivery destination. The Contractor shall select appropriate shipping company for delivery and coordinate with COR delivery logistics and requirements prior to shipment.

4.0 GOVERNMENT FURNISHED INFORMATION (GFI) AND GOVERNMENT FURNISHED

MATERIAL (GFM): The only Government Furnished Information will be this SOW. No Government Furnished Material shall be provided to accomplish the tasking in this SOW.

5.0 SPECIAL CONSIDERATIONS:

5.1 Security Classification. Tasking under this Statement of Work is unclassified.

5.1.1 International Traffic in Arms Regulation (ITAR). The Contractor shall be solely responsible for getting any Department of State approvals, licenses, Technical Assistance Agreements (TAA), etc. required by the International Traffic in Arms Regulations.

5.1.2 Operations Security (OPSEC). The contractor is required to protect critical information associated with this contract to prevent unauthorized disclosure and will observe OPSEC requirements. If Contractor personnel become aware of any person seeking unauthorized access to information or program materials, they should immediately report this to the COR.

5.2 Information Non-Disclosure. The Contractor shall not disclose any information provided or developed under this contract outside the Government without prior approval from the Government.

All technical data provided to the Contractor as GFI shall be protected in accordance with the Distribution Statement included on each document
