Description of the product or services required, the estimated cost, and required delivery date (products) or Period of Performance
(services).
EnerSys will be providing engineering and root cause analysis (RCA) support on issues directly related to their own product, the Submarine Valve Regulated Lead Acid (SVRLA) batteries. All engineering support will be dealing with proprietary designs and information which cannot be provided by any other company or individual.
Engineering support includes in-factory tests, periodic review of RCA testing data, proposal development for new RCA activities for SVRLA improved performance and prototype development needed to support life cycle improvements in submarine batteries, and travel and participation in failure analysis that includes the tear down of cells from the fleet.
Initial award is estimated at . This includes the cost of travel estimated at for four (4) trips by
EnerSys. The period of performance shall be from October 2018 to April 2019.
Specific characteristics of the material or service that limit the availability to a sole source (unique features; function of the item;
unique capabilities; facilities or special equipment; etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Engineering support services are for proprietary designs and information for EnerSys valve regulated lead acid batteries. The support will ensure the submarines are mission capable as the SVRLA batteries serve as emergency backup power and auxiliary power for underway operations, which is required for submarine deployment. Periodic meetings, engineering support for non-RCA questions, and the actual tear down of battery cells from the fleet creates the opportunity for future improvements in the design and capabilities of the batteries required on the submarines. The continuous engineering and RCA support will allow sustained battery life and mitigate costs to the Navy
For non-personal services indicate the highly technical or specialized expertise required. Describe the contractor’s workforce, methods, materials or unique management or operating systems. If it is unique because of knowledge of key individuals, what is the basis of the knowledge that another firm could not obtain the same or equivalent expertise? Could another firm obtain the necessary highly specialized experience or technical capability in time to perform the requirement?
Due to proprietary nature of the designs, engineering support personnel must have in-depth knowledge battery designs, access to manufacturing processes, and ability to modify EnerSys battery processes and designs as needed to support improvement efforts. Since EnerSys Energy Products is one of two SVRLA battery vendors capable of meeting the requirements for the U.S. Navy, and they are not interchangeable, there would be
ARPG Reference 08 ARPG-CR02-0001 Jun 2015 extensive time and costs to teach another company on how to diagnose the root causes and technical data to make the necessary improvements.
The required product(s) or service(s) represent(s) the minimum requirements of the Government and no other product(s) or service(s) can satisfy the need.
FILL IN ALL APPLICABLE BLANKS BELOW
The product(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Patent rights, copyrights, trade secrets, technical data, secret processes, or other propriety data essential for contract performance limits competition. The proprietary data is: Battery design and manufacturing process and parameters.
These are “direct replacements’ parts/components for existing equipment .
