NONCOMPETITIVE PROCUREMENT JUSTIFICATION

(Simplified Acquisition Procedures (SAPs) Micropurchase Threshold to $250K)

The service or product(s) listed on requisition(s) below is/are precluded from competition for reasons indicated below.

There are no other vendors that could meet this requirement because the CEESIM is a proprietary system. recently produced an EGA system for ; therefore the knowledge of the EGA system and requirements is available with . By using this will reduce the lead time and cost to the Government. Currently there is a bottleneck at the CEESIM level with one person programming the CEESIM. The impact of not having these systems as soon as possible results in a continuing bottleneck at the CEESIM system.

This in turn causes radar threats to be delayed in being programmed into the CEESIM and tested when test assets become available. This can cause the fleet to be unprotected because testing of radar threats has been delayed.

Restricted to the following source. Provide original manufacturer’s name. (If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)

Manufacturer:

Manufacturer’s Dealer/Rep:

Description of the product or services required, the estimated cost, and required delivery date (products) or Period of Performance (services). Environmental Generation and Analysis (EGA) system, Specific characteristics of the material or service that limit the availability to a sole source (unique features; function of the item;

unique capabilities; facilities or special equipment; etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

The EGA system is used to develop waveforms and test/analyze them in a software enviroment. The Signal Analyst who analyzes an emitter can program its simulation, test the simulation and determine if it is correct without physically being at the Combat Electromagnetic Environment Simulator (CEESIM) Hardware. The data can then be transferred to a CEESIM for testing. The EGA can produce CEESIM emitter files that are compatible across a wide range of CEESIMs.

The CEESIM is the only radar simulator used by to reproduce emitters by providing a complete radio frequency (RF) generation capability replicating real-world signals. The CEESIM produces “live radio frequency” simulations with the fidelity to replicate the most complex RF schemes and scanning methods of real-world commercial and military radars.

CEESIM emitter and scenario element libraries provide compatibility among all CEESIM configurations, which enables use of this data throughout the EW system test process and life cycle. Simulation development and compatibility between the warfare centers, which facilitates sharing and reuse of CEESIM files, is crucial to data synergy and consistency when testing and developing new and current electronic surveillance (ES) and electronic attack (EA) systems.

For non-personal services indicate the highly technical or specialized expertise required. Describe the contractor’s workforce, methods, materials or unique management or operating systems. If it is unique because of knowledge of key individuals, what is the basis of the knowledge that another firm could not obtain the same or equivalent expertise? Could another firm obtain the necessary highly specialized experience or technical capability in time to perform the requirement?

The EGA system is designed as a software CEESIM to do everything a CEESIM does but physically broadcast the simulated emitter signal. This allows the user to create, program and simulate the waveforms in software before moving the emitter simulation from the EGA to the CEESIM hardware for physical broadcast of the RF emitter to the system under test. To accomplish this, the EGA must

ARPG Reference 08 ARPG-CR02-0001 Jun 2015 be completely compatible with the CEESIM.

The required product(s) or service(s) represent(s) the minimum requirements of the Government and no other product(s) or service(s) can satisfy the need.

FILL IN ALL APPLICABLE BLANKS BELOW

The product(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system. NSWC Crane has the following CEESIM systems:

The EGA must be able to provide simulation scenarios with the format required for use with the above CEESIMs.

Patent rights, copyrights, trade secrets, technical data, secret processes, or other propriety data essential for contract performance limits competition. The proprietary data is:

These are “direct replacements’ parts/components for existing equipment .

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-

SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN COMPETITION.
