Statement of Work
For
ORBIT/FR Al-48061 and Al-48062 POSITIONER CONTROLLERS 01/17/2018
1.0 SCOPE
This Statement of Work (SOW) establishes the requirements for manufacturing and installation of the Orbit/FR AL-48061 and AL-48062 positioner controllers for the building 3006 outdoor antenna range.
2.0 APPLICABLE DOCUMENTS
NSWC Crane Procedure 89 TPC 15 9564, User Calibration Procedure for Orbit/FR AL-48061 Controller Work Instruction, dated 6/21/2016.
3.0 REQUIREMENTS
The contractor shall provide equipment, material, and labor necessary for manufacturing and proper NSWC Crane onsite tuning of the two units. The tuning will be at the building 3006 outdoor antenna range. The tuning will ensure smooth operation of all three axis of the Orbit/FR positioner model AL 4508–MCI with the AL-48061 controller in manual or computer commanded control. The axis shall be set for +/- 180 degree movements with the following directions:
Axis A positive movement shall be left to right. Axis B positive movement shall be upward. Axis C shall be the same as axis A when axis C is in the upper azimuth position. The AL-48062 controller shall be set with the same movement parameters as the AL-48061 controller for the Scientific-Atlanta positioner on the outdoor antenna range.
Onsite Government personnel will install all three units in the proper cabinets and connect the proper cables for each units. The contractor will observe the installation and initial setup. Initial electrical light-off will be performed by the vendor.
3.1 The Contractor shall individually tune the smooth movement of each of the three axis on the model AL 4508–MCI positioner. The movement will be verified by manual and computer commanded positions to the satisfaction of the NSWC Crane Engineering. The vendor shall educate the Government technicians on the proper procedure for tuning each positioner axis. The vendor shall provide to the Government a written procedure on the factory axis tuning procedures, and provide copies of all data sheets created by the vendor onsite.
4.0 GOVERNMENT TESTING/QA
4.1 All delivered parts will be subject to a government quality inspection specific to form, fit, function and print compliance. Products MUST pass government inspection prior to vendor payment. The vendor will demonstrate that only the selected axis of the positioner shall move when commanded. The controllers must operate with the Crane supplied Quest 1532 antenna test software.
The final Government signoff for acceptance of the unit will be the conformance parameters in accordance with the referenced document in Section 2.0 of this SOW. The test will be performed by Government personnel using a Government furnished laser tracker, with the vendor onsite. This is to verify the synchro position signals from the Orbit/FR model AL 4508–MCI antenna positioner are matched to the readout on the new Orbit/FR AL-48061 synchro readouts, using the procedure of step 2.0. The same final test shall be performed on the AL-48062 controller.
5.0 GOVERNMENT FURNISHED MATERIAL.
5.1 The Government shall furnish a Faro Technologies laser tracker and Engineering support that has completed the CAM2, Measure 10 Faro measurement course.
6.0 OTHER CONSIDERATIONS
The vendor will provide onsite personnel full name(s), home city, and nationality two weeks prior to the site visit to clear the personnel through station security.
A vendor written procedure for substitution for the Government procedure of step 2.0 shall be acceptable, if approved by NSWC Crane Engineering prior to installation.
