5. Exhibit A _ CDRL A002

6. Exhibit A _ CDRL A003

Q10: 3.1.C - Battery chemistry shall be Lithium Iron Phosphate (LiFePO4) that satisfies NAVSEAINST S9310-AQ-SAF-010 Safety requirements.

Q10(a): Is this a mandatory requirement or can other battery chemistry be used?

A10(a): Lithium Iron Phosphate (LiFePO4) battery chemistry is preferable due to reliability, maintenance, performance, shelf life, weight, and safety characteristics. Other battery chemistries would be evaluated on technical characteristics.

Q10(b): Does the bidder have to provide documented proof, such as a formal Navy test report, that their UPS is in compliance to NAVSEAINST S9310-AQ-SAF-010 Safety requirements?

A10(b): Navy would prefer to have a test report to demonstrate that LiFePO4 battery products already qualified for other government systems platforms that contractor plan on using on UPS(modified COTS) went thru NAVSEAINST S9310‐AQ‐SAF‐010 safety requirements.

However, Navy would accept analysis report on UPS LiFePO4 product to satisfy the Navy test report requirement.

Q11: 3.1.B - It is noted that the UPS Assembly shall meet maximum surge/inrush current rating protection as specified in Paragraph 21 (Surge current limits for load equipment using Type I power) of MIL-STD-1399 Section 300B.

Type 1 power only references a frequency of 60Hz but a 400Hz frequency is noted for Item #9 in UPS Power Requirements, Table 2. Does this section need to be revised to also reference MIL-STD-1399 Section 300B Type 2 or Type 3 power performance for 400Hz?

A11: No. Because both Table 1 and 2 are addressed in the paragraph 21.

Q12: 3.1.H – UPS shall have eleven green/red ON/OFF LED input power indicators.

Does it need to be a single UPS or can it be multiple UPS units as long as it meets the criteria?

A12: It can be a single or multiple UPS units as long as it meets the criteria.

Q13: 3.1.J – Thermometer Style Battery Life Display

Can you define “thermometer style”? Is a right to left Bar Graph LED acceptable?

A13: Thermometer has a gauge which displays the number. As long as the indicator displays the correct number of what percent % of the Battery is charged.

‐Yes.

Q14: 3.1.K – 30 minutes of battery run time.

Is thirty (30) minutes mandatory? Is less than thirty (30) minutes a non-compliant proposal? Is over thirty

(30) minutes a benefit?

A14: Yes. Yes. Yes.

Q15: 3.1.K - UPS shall have a single Emergency Master Output Shut Off switch on the front panel that allows all power output to be secured.

Can you define “output to be secured”? Does that mean that just the outputs are disabled?

A15: The correct reference paragraph is 3.1L. The Single Emergency Master Output switch on the front panel that allows all the outputs power to be switched off and secured. Yes.

Q16: 3.3 - All input and output connectors shall be panel mounted on the rear side of the racks.

As long as the rear of the UPS(s) have the specified connectors, can that be counted as a panel mount or does there need to be a separate PDU cabled from the UPS?

A16: No, It has to be panel mounted on the rear side of the racks.

Q17: 3.4 – UPS Power Requirements.

Comment: There are eleven (11) different power requirements to be spread over two (2) racks.

Q17(a): Is there a preferred power distribution of the power requirements such as the first five (5) UPS requirements in Rack 1 and the second six (6) in Rack 2?

A17(a): No.

Q17(b): Do each of the output requirements need to be from separate UPS units or can the output power requirements be combined? For instance, if a 115VAC / 10,080VA UPS unit is available and has the correct connections to cover Ref#’s 2,3,4,5, will that meet the requirement?

A17(b): No. the output power requirements cannot be combined.

Q18: Can the Question deadline of 1/30/2018 be extended to get all of the questions answered?

A18: The Question deadline is for questions submitted; answers will be provided after the deadline but before Quotes are due.

Q19: Can the Solicitation deadline of 2/9/2018 be extended to get all questions answered and proposal submitted with any new information?
