Procurement of AN/PRC-117G, Multiband Receiver Transmitter, PN:RF-300M-V150. Three(3) @ /ea.
Shipping cost will be included within the unit price. The total anticipated value of the order is . The AN/PRC- 117G, consists of a Radio, PN: 0N707070-9 that will be listed as COMSEC. The item being procured involves access to and handling of classified material up to and including "SECRET."
Required Delivery Date: 6/1/2017. The government will accept accelerated delivery of the assets(s). Actual delivery schedule is to be negotiated between NSWC Contracting Personnel and the Vendor.
Specific characteristics of the material or service that limit the availability to a sole source (unique features; function of the item;
unique capabilities; facilities or special equipment; etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
The AN/PRC-117G Multiband Receiver Transmitter includes the Receiver/transmitter, PN: 0N707070-9, that is COMSEC material and requires a valid COMSEC account. It will also include the Vehicular Amplifier Adapter (VAA) PN 12084-0900-02.
The Receiver/Transmitter is loaded with upgraded firmware making Harris Corporation, the OEM the only vendor capable of performing this action. This firmware allows to cover the frequency range in order to perform intelligence, surveillance, and reconnaissance (ISR) requirements in support of Special Missions Aircraft.
The AN/PRC-117G Multiband Receiver Transmitter is required and is an essential component of the platform of the (SPA) and Aircraft. The AN/PRC-117G Multiband Receiver Transmitter works in the advanced command, control, communications, computing and intelligence Mission Management Systems. It features separate VHF, UHF, SATCOM and Wideband antenna ports with automatic port switching, providing the radio system with true multimission capability. The user is able to select the desired radio preset to switch between ground, ground-to-air, SATCOM, and wideband networking communications.
This procurement will ensure the Aircraft and are Fully Mission Capable (FMC), which will enable them to perform their current and assigned missions. Aircrafts are the primary maritime surveillance aircraft operated by the US Navy. duties include and , , , and and
, and and exclusive protection. These aircraft are currently deployed in theater of operations in supporting the war-fighter.
This request is in direct support of the Maritime Patrol and Reconnaissance Aircraft Program Office, Aircraft and Aircraft.
Any disruption or failure to procure will jeopardize the Navy's ability to deploy and execute the Mission Management Systems and prepare combat-ready forces to conduct prompt, sustained naval, joint, and combined operations in support of U.S. national interests.

This material must integrate precisely within currently fielded Aircraft in terms of form, fit, function, and compatibility for the Aircraft. This material has been tested, accredited, approved, and flight certified for use. In order to use another vendor's solution, the government would have to complete Acceptance Test Procedures, perform First Article Testing, Hardware Certification, and acquire Flight Certification.
This would take approximately months to deliver negatively impacting the mission readiness of and resulting in a delay in schedule and an estimated increased cost of to the government.
For non-personal services indicate the highly technical or specialized expertise required. Describe the contractor’s workforce, methods, materials or unique management or operating systems. If it is unique because of knowledge of key individuals, what is the basis of the knowledge that another firm could not obtain the same or equivalent expertise? Could another firm obtain the necessary highly specialized experience or technical capability in time to perform the requirement?
The required product(s) or service(s) represent(s) the minimum requirements of the Government and no other product(s) or service(s) can satisfy the need.
FILL IN ALL APPLICABLE BLANKS BELOW
The product(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
No one other than Harris Corporation, the OEM has the data, test beds / benches, and test procedures to adequately test the AN/PRC- 117G Multiband Receiver Transmitter for function and interoperability. Due to the limited number of aircraft, and no available spares, it would be impossible to reverse engineer and develop repair and / or test procedures. If any other vendor, other than the OEM were to procure the items, it would require First Article Testing to ensure the specifications adheres to the form / fit / function requirements to interface with the Miscellaneous Communication Systems within the Aircraft and Aircraft. There are no planes available for this type of testing nor do mission requirements permit for this type of scheduling.
Patent rights, copyrights, trade secrets, technical data, secret processes, or other propriety data essential for contract performance limits competition. The proprietary data is: The Government does not own or possess the Level III drawing package to allow for full and open competition.
These are “direct replacements’ parts/components for existing equipment. Yes, any other item would require First Article Testing, Hardware Certification, and Flight Certification prior to use. There are no planes available for this type of testing nor do mission requirements permit for this type of scheduling.
