NONCOMPETITIVE PROCUREMENT JUSTIFICATION

Description of the product or services required, the estimated cost, and required delivery date (products) or Period of Performance (services).
Purchase of , Balancing Machine (Schenck Model HM10BU), a fielded Support Equipement (SE) item, to support the , which is a component of the
Tactical Jamming System (TJS) being utilized on the & aircraft. This procurement is needed to meet the required needs of the Royal Australian Air Force (RAAF) through this FMS case. The estimated cost for this item is and is required by .
Specific characteristics of the material or service that limit the availability to a sole source (unique features; function of the item;
unique capabilities; facilities or special equipment; etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. Per the requirements deatiled for this FMS case, most specifically the RAAF's need to identically match the US Navy's Support Equipment to assist in the sustainment of their systems which they are purchasing as part of this FMS case, this SE item must be purchased from the same vendor in order to match the US Navy's configuration of this same SE item. This is also noted in the Procurment Endorsement that was sign by the RAAF and provided to contracts.
Additionally, using items from other manufacturers would force redesign cost as well as adding logistical complexity due to non-standardization introduction into the TJS SE program. These additional costs, estimated at , would be for logistical updates to the technical publications, maintenance plans, technical data package, and Support Equipment Recommendation Data (SERD). Additionally, training on a new balancer for fleet users would be required and complexity would be greatly increases for the NSWC Crane Fleet Support Team (FST) to support more than one non-standard configuration. This would make it difficult to remove barriers to competition without the Government realizing a significant increase in total life cycle cost and difficulty.
In closing, if the Navy were to contract with a source other than SCHENCK CORPORATION, the Governement and/or the RAAF would incur duplicative costs of approximately (detailed above) and a month delay in schedule to perform adequate testing to re-qualify another Balancing Machine and complete all of the logistics changes required to support another configuration.
For non-personal services indicate the highly technical or specialized expertise required. Describe the contractor’s workforce, methods, materials or unique management or operating systems. If it is unique because of knowledge of key individuals, what is the basis of the knowledge that another firm could not obtain the same or equivalent expertise? Could another firm obtain the necessary highly specialized experience or technical capability in time to perform the requirement?
