The service or product(s) listed on requisition(s) below is/are precluded from competition for reasons indicated below.

SWXM156537

There are no suitable substitutes available.

Restricted to the following source. Provide original manufacturer’s name. (If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)

Manufacturer: General Cable Industries, 20 Forge Park, Franklin, PA 02038-3134, Cage 4AJA4 Manufacturer’s Dealer/Rep: BRAND NAME ONLY AND AUTHORIZED DISTRIBUTORS

Description of the product or services required, the estimated cost, and required delivery date (products) or Period of Performance (services). Small purchase of 3281 feet of fiber cable built in accordance with Navsea drawing 8479606 which consists of 18 fiber mixed Multimode (MM) and Single Mode (SM). The Cable will be manufactured with P/N M85045/22-01 (18F MM Thermoset) and P/N M85045/22-02 (18F SM thermoset) except with 9 Multimode (MM) and 9 Single Mode (SM) fibers. In accordance with MIL standard M85045. A component in AN/SLQ- 32(V)6 System. Estimated Cost: RDD: 160 DAYS ARO

Specific characteristics of the material or service that limit the availability to a sole source (unique features; function of the item;

unique capabilities; facilities or special equipment; etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. The fiber cable is a critical component of the AN/SLQ-32(V)6 System.

This is the first permanent install of the SEWIP Upgrade AN/SLQ-32(V)6 on any naval ship. This fiber cable connects the AN/SLQ-32(V)6 system to the High Gain HighSense Antenna. The fiber cable will be used in the installation of the AN/SLQ-32(V)6 System to support the United States Navy (USN) and United States Coast Guard ships, among those the DDG, CG, LHD, CVN and LPD classes. The High Gain High Sense Antenna is an integral part of the AN/SLQ-32(V)6 Systems and without this specific Fiber Optic Cable, the An/SLQ- 32(V)6 System would not be operational. The AN/SLQ-32(V)6 is an electronic warfare system that supports a variety of missions including maritime interdiction operaitons against weapon, chemical and drug smuggling. It wa designed for the US Navy's Surface Electronic Warfare Improvement Program which is an upgrade to theAN/SLQ-32 electronic warfare anti-ship missile defense system. Every ship has a radar with a unique signature and the USN uses the High Gain High Sense System to provide a unique, timely method for identifying specific mobile transmitters to identify emitters of interest for intelligence gathering or countermeasure activities. This cable must be low smoke per Naval Vessel requirements and it was determined by the planning yard and Navsea Systems Command (the originator of dwg 8479606) that this entirely new cable combinging parts of both M85045/22-01 and M85045/22-02 would be required.

General Cable is currently the only QPL source of the M85045/22-01 and the M85045/22-02 cables that are required to be used a raw cable. If another vendor wanted to build this new cable per dwg 8479606, they would have to go through General Cable to obtain the raw cables and develop their manufacturing process to combine the cables together. Either that or take steps to get their own cables QPL certified which would take years and multiple thousands of dollars to accomplish. A ship install of the AN/SLQ-32(V)6 system on DDG-58 has just started. This ship install is scheduled to be completed by 10 October 2015. Failure to obtain this cable could delay the shp deployment resulting in extremely negative repercussions.

For non-personal services indicate the highly technical or specialized expertise required. Describe the contractor’s workforce, methods, materials or unique management or operating systems. If it is unique because of knowledge of key individuals, what is the basis of the knowledge that another firm could not obtain the same or equivalent expertise? Could another firm obtain the necessary highly specialized experience or technical capability in time to perform the requirement?
