Scale) except as follows:
2.13. The noise levels shall not exceed 75 dBA in the areas attended by operators.
2.14. Noise level shall be based on an 8‐hour time weighted average (TWA) measured in accordance with procedures and conditions specified in Section 10 of the published “Noise
Measurement Techniques” January 1976 or latest edition issued by the AMT (formerly the
NMTBA). These measurements shall be performed only under the operating conditions specified in section 10.1.3.b of the publication.
2.15. The system shall contain no asbestos or asbestos containing materials and shall be free of
Polychlorinated Biphenyl (PCB’s).
2.16. Contractor shall provide a certificate of compliance for any tests performed at Contractor’s facility to validate that the system meets the requirements of this specification. The certificate of compliance shall be sent electronically to: william.may@navy.mil prior to system shipment.
3. Specific Requirements
3.1. The system is a batch aqueous cleaning system designed specifically for cleaning of printed circuit assemblies. The default process is to do an aqueous based chemistry clean, deionized water rinse, and then air dry.
3.2. The system shall have been designed such that:
3.2.1. Cleaning removes electronic assembly residues including, but not limited to: water soluble, RMA, no‐clean and lead‐free soldering fluxes; plating salts, finger soils, dust and loose solder balls.
3.2.2. The cleaning solution used for the system is an aqueous based chemistry.
3.2.3. Cleaning profiles can be developed and saved that include the processes of: Clean, Rinse, and Dry.
3.2.3.1. The clean process shall be able to be accomplished with aqueous based chemistry or water. Being able to skip the clean process and start at rinse will accomplish this.
3.2.3.2. The rinse process shall be accomplished with deionized water.
3.2.3.3. The dry process shall be accomplished using heated forced air.
3.2.4. The aqueous based chemistry and deionized water are delivered through a spray system.
3.2.5. The system contains a recirculating wash for the aqueous based chemistry, where the aqueous based chemistry shall be stored, filtered before cleaning, and be able to be reused for various cycles.
3.2.6. The aqueous based chemistry shall be held in a separate tank and be able to be drained completely.
3.2.7. System exists for automatic concentration mixing for new batches of the aqueous based chemistry.
3.2.8. The wash pump and the drain pump shall be separate pumps.
3.2.9. The system contains a built‐in cleanliness monitoring device. This device shall monitor the rinse water and cause the system to re‐rinse until a desired conductivity level is achieved.
3.3. The cleaning system shall have the requirements of:
3.3.1. Be able to clean boards in the system board rack with dimensions of 18 inches X 15 inches.

To remain registered in the SAM database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the SAM database to ensure it is current, accurate and complete. Updating information in the SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.

(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an ``I agree'' click box or other comparable mechanism (e.g., ``click-wrap'' or ``browse-wrap'' agreements), execution does not bind the Government or any Government authorized end user to such clause.
(iii) Any such clause is deemed to be stricken from the EULA, TOS, or similar legal instrument or agreement.
