Source Selection Information – See FAR 2.101 and 3.104 commitment to breaking down barriers. The initial HBCU/MSIs for this pilot include NSU. Since 2021 the United States
Naval Academy (USNA) has coordinated and planned with various Historical Black Colleges/Universities (HBCU) and
Minority Serving Institutions (MSI) Navy Reserve Training Corps (NROTC) programs. USNA has coordinated with
Florida A&M University, Morehouse College, Clark Atlanta University, Spelman College, Howard University, Prairie
View A&M University, Tennessee State University, the University of New Mexico, University of Arizona, and Norfolk
State University (NSU). After two years worth of discussion between USNA's Chief Diversity Officer and NROTC
Commanding Officers it was determined based on eligible NROTC midshipmen, NROTC unit size, and available courses that NSU would be the best option to conduct the pilot program. NSU has two eligible midshipmen to exchange with
USNA and available courses for USNA exchange midshipmen that would support their degree completion plans. USNA will send two midshipmen to NSU in Norfolk, VA for 17 weeks. The program's primary purpose is to provide formal education for two USNA midshipmen at NSU for one semester that requires them to enroll and acquire room and board at
NSU. In exchange, NSU will send two eligible midshipmen to USNA for one semester to be fully immersed in USNA’s educational and training environment.
