About this file

This document is a justification for a sole source award of a federal contract. The United States Department of the Navy's Strategic Systems Programs Office requires annual software maintenance and support for Phoenix Technologies' ModelCenter platform to automate modeling and simulation processes and integrate with systems used by its industry partners. The justification cites Market research showing ModelCenter is the only software that meets requirements to integrate with No Magic Inc.'s Cameo products and be compatible with testing and simulation workflows. The contract value is estimated at approximately $XXXXXXX, to be funded through Other Procurement, Navy and Research Development Test and Evaluation, Navy funding. As no other vendors were identified that could meet requirements, the justification supports awarding the sole source contract to Phoenix Technologies to provide continued ModelCenter software platform capacity, maintenance, and integration with No Magic Inc. tools.

1. Identification of the Agency and Contracting Activity

The agency and contracting activity for this effort is the United States Department of the Department of the Navy’s Strategic Systems Programs Office (SSP) located at the Washington Navy Yard, 1250 10th Street SE, Washington, D.C. 20374.

2. Description of the Action Being Approved

Pursuant to FAR 6.302-1, this acquisition of services is particular to one manufacturer or company because only one source is reasonable available under a Sole Source Justification.

3. Description of Supplies/Services and Estimated Value

SSP requires an increase in software platform capacity and maintenance that will assist in automating modeling and simulation processes, integrating models and projects, and creating detailed workflows of model tests and simulations. The software platform must integrate with SSP’s No Magic Inc. collaboration tools and systems. This justification is applicable to a Fiscal Year (FY) 2020 procurement using Other Procurement, Navy (OPN) and Research Development Test and Evaluation, Navy (RDTEN) funding with an estimated total price of approximately

IN REPLY REFER TO:

Cameo products, and must be compatible with testing workflows, simulation workflows and project tasks on systems used by SSP’s industry partners. SSP identified Phoenix Technologies Model Center, Mathworks MatLab, Mathworks Simulink, Mathematica, and SimScale as potential sources. After conducting market research, SSP identified Phoenix Technology’s ModelCenter product with No Magic Inc. integrations as the only software platform reasonably available and capable of meeting its requirements. Therefore, procuring Phoenix Technology’s unique ModelCenter software platform is needed to meet SSP’s requirements.

6. Market Research Conducted

SSP conducted market research by reviewing specifications of product capabilities published by software vendors in the system engineering marketplace, utilizing Gartner research services to identify market leaders, and consulting with its industry partners, to ensure compatibility with their systems. The market research identified Phoenix Technology’s ModelCenter as the only product that meets SSP requirements.

7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as

Practicable

In addition to the market research described in Section 6 above, the requirement will be posted to the FedBizOpps (FBO) allowing as many potential sources as practicable to review the requirement and submit a quote or offer.

8. Fair and Reasonable Determination

All quotations or offers will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.

9. Other Facts Supporting the Use of Other than Full and Open Competition

None.

10. List of Sources that Expressed an Interest in the Acquisition

None.

11. Actions to Remove or Overcome Barriers to Competition

Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected source. SSP will continue to monitor the marketplace for viable, cost effective options to meet this requirement.
