JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

Identification of the Agency and Contracting Activity

The agency and contracting activity for this effort is the United States Department of the Depaiiment of the Navy's Strategic Systems Programs Office (SSP) located at the Washington Navy Yard, 1250 10th Street SE, Washington, D.C. 20374.

2. Description of the Action Being Approved

The acquisition of the supplies under a Brand Name Justification.

3. Description of Supplies/Services and Estimated Value

This requirement is for the procurement of OT Research, Inc. (DTRI) ruggedized tablets. This Brand Name Justification is applicable for the FYI 7 purchase of all respective DTRI ruggedized tables using FYI 7 OPN funding. The estimated price is-.

4. Statutory Authority Permitting Brand Name Justification

This action is being executed in accordance with FAR 13.106(b)(l)(ii) as a particular brand name item is required.

5. Rationale Supporting Use of Cited Authority

In December 2016, SSP evaluated 14 ruggedized tablets from multiple hardware providers. SSP used a Decision Analysis and Resolution (DAR) process that used 10 factors to evaluate the suitability of each tablet. The DT 311 H ruggedized tablet manufactured by DTRI satisfies the major operational and performance requirements which allows this model to be utilized for Strategic Weapons System (SWS) testing onboard Ohio and Columbia class submarines both pier-side and for at sea testing operations. Additionally, the DT 311 H has been jointly agreed as an acceptable ruggedized tablet by SSP and the United Kingdom (UK) Strategic Weapons Project Team (SWPT) under the Polaris Sales Agreement (PSA). A change of model or manufacturer would result in non-compliant system, which has not been agreed to by NA VSEA 04 and the UK Strategic Weapons Project Team as governed under the PSA.

The DT 31 lH tablet is certified by the vendor to meet MIL-STD-461F, which is a major Electromagnetic Interference (EMI) requirement for equipment put forth by the SSBN Replacement SWS Technical Objective and Guidelines (TOG). It also has a Smart Card/Common Access Card (CAC) full-slot reader, which enables Navy personnel and contractors to log in using their CAC for applications on various naval networks. In Accordance With (IA W) Controlled Access Area (CAA) requirements, the cameras, microphones and bluetooth capabilities of the DT 31 lH are required to be removed (DTRI has agreed to remove these capabilities at no cost to SSP). Additionally, the OT 31 lH tablet is also designed meet military standards with an IP65 rating for dust and water resistance with a MIL-STD-810O rating for the ability to withstand shock and vibration.

Additionally, the hot swappable battery capability meets the uptime requirements to support a 12-hour shift. The tablet features are necessary to support the Shipyard Installation Test Program (SITP) test teams in the various harsh industrial and at sea environments. NA VSEA 04 has chosen the OT 3 I IH tablet for utilization in the Electrical Technical Work Document (eTWD) program for the Wireless Fidelity (WIFI) extension of the Navy Marine Corps Intranet (NMCI) network at both Norfolk Naval Ship Yard (NNSY) and Puget Sound Naval Shipyard (PSNS). The NA VSEA eTWD program is a paperless, tablet based platform that automates shipyard work controls. For each work item in a shipyard, there are Work Authorization Forms (WAF's) and Task Group Instructions (TGI's) that are required. WAF's and TGI's enable shipyard mechanics and test engineers to gain authorization to perform work, as eTWD is the system of record establishing these authorizations. For each SSP test in the shipyard, shipyard personnel will obtain an approved W AF on the eTWD tablet and then subsequently accomplish SSP work in testing on SSP SWSNET imaged tablets. Although SSP is not relying solely on NAVSEA's market research as justification for selecting the OT 31 IH, it is anticipated that the use of the same model tablet should save time in the areas of training and end-user familiarization.

Should an alternative tablet need to be procured, SSP would incur four types of costs and delays in order to ensure adherence to SP Chief Information Officer (SPCIO)'s compliance requirements: 1) SSP would have to repeat SPCIO's cybersecurity compliance and imaging efforts for configuration management, including Security Technical Implementation Guide (STIG) verifications and development of an SPCIO approved image of the alternate tablet (i.e., reinvest approximately I 60 hours; at an increased cost of approximately - and a 3 month delay), 2) repeat SP23's Portable Computing Device (PCD) qualification effort on EMI/SWS environmental testing for using the alternative tablet in proximity of SWS systems (i.e., reinvest 890 hours, at an increased cost of approximately - and a 9 month delay), 3) repeat UK evaluations for the tablets to be used during the UK Dreadnought build program to determine compatibility of an alternate tablet within the shipyard's business systems (i.e., although the cost portion is unknown at this time, it would cause a 3 month delay), and 4) SP2012 would have to duplicate the DAR process for any tablet that was not previously evaluated and prepare a report to document the outcome (i.e., reinvest 40 hours, at a cost of approximately - and cause a 1 week delay).

The total estimated reinvestment cost would be approximately - excluding the UK portion. The total schedule delay would be approximately 9 months, assuming that all requalification efforts took place in parallel.

6. Market Research Conducted

The DAR process used the following weighted criteria: screen size, processor speed, ethernet configuration, CAC compatibility, camera removal, ruggedness, size/weight, EMI, compatibility, cost, and battery life. The OT 311 H received the highest overall score of the 14 tablets evaluated. Since NA VSEA is currently utilizing the OT 31 lH, SSP also consulted with NA VSEA to assess implementation and utilization considerations in the areas of training and end-user familiarization.

7. Description of Efforts Made to Solicit Offers from as Many Potential Sources as

Practicable

In addition to the market research described in Section 6 above, the requirement will be posted to the FedBizOpps (FBO) allowing as many potential sources as practicable to review the requirement and submit a quote or offer.

8. Fair and Reasonable Determination

All quotations or offers will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.

9. Other Facts Supp01iing the Use of Other than Full and Open Competition

None l 0. List of Sources that Expressed an Interest in the Acquisition

None.

11. Actions to Remove or Overcome Barriers to Competition

Based upon the aforementioned facts and details identified in Section 5, the Government does not foresee a feasible alternative to the selected brand. SSP will continue to monitor the marketplace for viable, cost effective alternative options to meet this requirement.
