About this file

This justification and approval document and related sources sought notice seek brand name radios and equipment for three 41-foot patrol boats being procured on a sole source basis from SAFE Boats International for an undisclosed foreign military sales customer. Specifically, the documents call for three Motorola APX 8000XE P25 portable radios with chargers and three Rohde & Schwarz MR3000P and MR3000H HF/VHF tactical radios to maintain compatibility with the customer's existing fleet. Responses to the sources sought notice were due by May 13, 2021; however, no alternative offers were received. The brand name items are considered essential to ensure interoperability, support extensive logistics requirements, and maintain spectrum certification for the customer's operations.

A synopsis of the brand name items was initially released on the Beta System for Award Management (https://beta.sam.gov) on 13 April 2021 notifying suppliers of the related equipment that will be specified on the PBs. One response from an authorized Motorola reseller has been received offering to supply the required radios. However, no responses were received offering different radio systems to meet the requirement.

On 13 May 2021 the synopsis of the brand name items was reissued correcting the model number of the Motorola radio listed in the original sources sought from the APX 7000XE P25 to the APX 8000XE P25. Two response were received however they did not address the underlying radio requirement.
