Questions and Answers N00024-20-T-1202

Q1
As distance increases from a UVC light source, the intensity of the UVC decreases and thus the dose decreases. For your requirement of a 255mJ/cm2 dose in one-pass, is this based on the dose received on the outside surfaces of the largest possible object to be decontaminated (i.e. 2’x2’x4’)? Or is it based on some other metric? Knowing this metric is critical to ensuring the UVC light sources are properly sized.
A1
Outside surfaces of all items of the sizes specified in the spec must receive the required dose.
Q2
The RFQ mentions a 10’ per minute throughput speed for the decontamination. Are the objects required to continuously slide through the decontamination chamber like an airport x-ray machine on a conveyor? Or could the objects be loaded into the decontamination chamber, then run for a certain time in that chamber before being removed? In the latter case, the total cost to the Navy could be dramatically reduced.
A2
Loading items in a chamber does not meet the requirement of “The item to be sanitized shall be transported through the stationary UV light source.”
Q3
Same context as above. Is the 10’/min requirement flexible? UVC dose is based on strength of UVC light source, distance from UVC light source, and time spent under UVC light source. If the 10’/minute speed could be reduced, then the UVC lights used in the decontamination chamber could be reduced, again saving money.
A3
The 10ft/min belt speed is required to maintain sufficient throughput of items through the conveyor.
