JUSTIFICATION

1. Contracting Activity

Naval Sea Systems Conunand, Undersea Warfare Systems Division (SEA 026)

2. Description of the Action Being Approved

Contracting without providing for full and open competition with Alien Science and Technology Corporation (Alien), 1000 Burr Ridge Parkway, Suite 202, Burr Ridge, IL. 60527. Alien will be awarded a cost plus fixed fee (CPFF) bridge contract for additional professional support service for SEA 21, Surface Warfare Directorate.

This modification to extend the current bridge contract will allow adequate time to compete and award a follow-on task order through the SeaPort-NxG multiple award contract (MAC). The proposed bridge contract extension is necessary to prevent an interruption in services until the follow on SeaPort-NxG task order is competitively awarded.

3. Description of Supplies/Services

SEA 21 is the dedicated life-cycle management organization for the Navy's in service surface ships. The required services support SEA 21 in its mission to manage critical modernization, maintenance, training and inactivation programs and include program management, engineering, logistics, planning and readiness, and financial management support services.

This bridge contract modification will provide one additional 8-month option period (option 2) and one 4-month option period (option 3) to cover the gap between the current expiration date of 18 December 2019 and award of the follow-on competitive SeaPort-NxG task order.

Based upon projected requirements and budget forecasts, the Government plans to incrementally fund the modification with FY20 O&MN funding; and if applicable, OPN, SCN and RDT&E funding. Option period period includes hours and option period includes hours, for a total of
