FAR 13.106-1(b)(1) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated price):

Issuance of a firm-fixed price contract to procure software maintenance support for IBM Analyst Notebook. Twenty (20) will be installed at KENNEDY Irregular Warfare Center's (IWC) training facility, located at Bldg. 3096 on Joint Base Andrews (JBA), formerly known as Andrews Air Force Base.

2. Justification rationale (Check one and explain below):

b.

c.

d.

Urgent and compelling need exists.

Urgent and Compelling Explanation (include critical delivery or performance dates, when you became aware of the requirement. Specific statement of how the mission would be impacted, financial or otherwise if the required delivery or performance dates are not met.):

Exclusive Licensing Brand Name.

Brand Name Explanation (Particular item is essential to the Government's requirement. Other products lack particular features to meet agency need)

Industrial Mobilization

Explanation:

IBM i2 Analyst Notebook (ANB) is a DoDIIS approved link analysis software tool common ONI and the Intelligence Community (IC). The ESRI suite of tools integrates the features and capabilities of IBM analytical tools with the standard advanced functionality provided by ArcGIS servers. It links temporal and geospatial analysis in on centralized work environment which provides a robust analytical picture and comprehensive analytical depth that will save time and increase efficiency with the geospatial suite of enhanced software. Although other nodal analysis applications exist and are used throughout the IC, the cost and implementation time frame cannot satisfy agency requirements.

Therefore, the monetary value of a new application, the cost of integration and testing another software tool, the cost and time required for the security accreditation combined with the lost of productivity while another application is brought online, makes replacing the existing licenses cost prohibitive. Analyst Notebook (ANB) is a DoDIIS approved link analysis software tool used commonly in the Intelligence Community. It links temporal and geospatial analysis in on centralized work environment which provides a robust analytical picture and comprehensive analytical depth that will save time and increase efficiency with the geospatial suite of enhanced software.

3. Market survey (explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest.)

Marked Research concerning IBM Analyst Notebook indicated that the IBM is the only company that offers both initial licenses and maintenance packages. Analyst notebook is proprietary to IBM and replacing existing licenses would be cost prohibitive and would require internal accreditation as well as developing new middle ware to ensure existing products were compatible.

4. The contracting officer certifies that the circumstances described on this document are accurate and valid. Circumstances of the contract action deem only one source reasonably available.
