Statement of Work
For
Mid-Wave Infrared (MWIR) Camera
Dated: 20 Oct 2021
I. BACKGROUND: The Air Force Institute of Technology (AFIT) Center for Technical
Intelligence Studies & Research (CTISR) has the need for a Mid-Wave Infrared (MWIR) camera is needed to support student research into target detection and analysis of jet engines, combustion processes, and explosions. In the MWIR, energy from hot gases in jet engine plumes and combustion events can travel long distances through the atmosphere.
MWIR video shows how energy flows through gas plumes and provides dynamic temperature maps that are essential for researchers to develop computer models of jet engine exhaust plumes and combustion events. Also, analysts need MWIR data to develop detection techniques and assess systems. Field test data of explosions can support battle field assessment. These benefits lead to more efficient jet engines, the development of novel engine designs, and better analysis of battle field events. AFIT graduate students will use this instrument which will further our primary education mission by educating students on the set up, calibration, data collection & analysis of state-of-the-art MWIR cameras.
II. SCOPE: This document covers the purchase, installation, service, warranty, training, and commissioning of a MWIR camera.
2.1 MINIMUM TECHNICAL REQUIREMENTS:
2.1.1 Detector Type: Indium Antimonide (InSb)
2.1.2 Spectral Range that covers (3.0 microns – 5.0 microns)
2.1.3 Resolution, or pixel count, of at least (1280 x 1024 pixels)
2.1.4 Takes video with a Full Frame Frame Rate greater or equal to (180 frames per second or Hz)
2.1.5 Thermal Sensitivity or Noise Equivalent Temperature Difference or NEDT or
NEΔT: (20 mK or less)
2.1.6 Dynamic Range: (14 bit)
2.1.7 Temperature stabilized with a Thermo-electric (TE) Cooler and not liquid nitrogen
2.1.8 Operating Temperature Range: (5 to +40C)
2.1.9 Deployable: weighs less than (30 lbs)
2.1.10 Should include a 25 mm or similar MWIR lens, including any lens attachment accessories or filters needed and calibration needed
2.1.11 Should include a 200 mm or similar MWIR lens, including any lens attachment accessories or filters needed and calibration needed
2.1.12 Should include control and data processing software including relevant software development kits (SDK) and drivers
2.1.13 Should include all necessary power cords, data cables, and a case
3.1 All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS)
225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
IV. DELIVERY
4.1 The MWIR camera shall be delivered at the location noted below within sixty (60) days after of contract award:

At contract award, a point of contact (POC) will be identified in the schedule of the contract and the Contractor shall contact that POC to arrange for delivery.
V. WARRANTY
5.1 Items delivered under this requirement shall be free from defects in material and workmanship upon delivery. Warranty shall be honored by contractor for all items delivered for this requirement for at least one (1) year after receipt under normal and proper use in accordance with the maintenance manual.
VI. INVOICE AND PAYMENT
6.1 The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
6.2 The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.
VII. DELIVERY PROCEDURES COMMERCIAL VEHICLES
7.1 All vehicles larger than a large pick-up truck are required to be inspected by the
Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

7.1.7 Concrete trucks/mixers, dump trucks
7.1.8 Cranes, recreational vehicles, petroleum tanker
7.2 This inspection will be conducted at Gate 16A located off State Route 444. The following are exemptions to vehicles utilizing the CVDG:
7.2.1 If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list shall be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE
Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
7.2.2 If a delivery vehicle shall exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
7.2.3 Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
