MARKET SURVEY
PM4-20-026 August 26, 2020
From: Military Sealift Command, Special Missions Program (PM4)
Subject: Support Ship for Naval Special Warfare/Special Operation Forces (NSW/SOF)
THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. THE INFORMATION WILL BE USED IN SUPPORT OF
EXERCISING AN OPTION.
1. GENERAL: The Military Sealift Command, Service Support Ships Program Office, Code PM4, requests information pertaining to the availability of one vessel supporting NSW/SOF.
2. SCOPE OF WORK: The vessel shall serve as host ship for Naval Special Warfare (NSW) on the East Coast of the United States. The vessel will be utilized for training purposes that will not require unique configuration or modification. The vessel shall be capable of the following:
· Berthing and facilities for twenty-five (25) personnel in addition to the crew and operating for twenty-eight (28) days without re-supply
· Host to the following small craft vessels: (2) SEAL Delivery Vehicles (SDV); one (1) Dry Combat Submersible (DCS) or DDS Hanger Trainer; and other small craft such as Combat Rubber Raiding Craft (CRRCs), Rigid Hull Inflatable Boats (RIB) and Personal Water Craft (PWC)
· Launch/recovery of all craft; allowing for craft replenishment and limited maintenance
· Equipment stowage, messing, berthing, administrative/operational space, maintenance space, emergency towing and logistics services of Maritime Security Operations
· 24 hour facilities available during both day and night time operations
· Required certifications/classifications and ability to operate all deck equipment including: cranes; winches, vessel launch and recovery systems; and all refueling evolutions/stations
· One (1) certified hyperbaric chamber and provision of hyperbaric chamber services for emergencies and routine decompression operations
3. AREA OF OPERATIONS: Worldwide with vessel homeported in Norfolk, VA.
4. PERIOD OF PERFORMANCE: 01October 2020 through 30 September 2021; consists of a one-year base period and one (1) one-year options and one-11 month option period.
5. PLACE/RANGE OF DELIVERY: The vessel will normally operate in, but not restricted to the areas of Norfolk, VA, AUTEC (Atlantic Undersea Test and Evaluation Center) Bahamas Islands, Port Canaveral, FL, and Key West, FL. The vessel shall be able to operate in a wide range of areas worldwide. The vessel should be able to make transits via the Panama Canal as needed.
6. OPERATING TEMPO (OPTEMPO)
24 hours/day operations required, seven days a week, whether at sea or in port.
7. OPERATIONAL SUPPORT
Services shall include but are not limited to the following:
a. Launch and recovery of small boats, divers, RHIBs, PWC, DCS, CRRC(s), and SDV
b. Refueling small craft onboard and alongside
c. Logistical support (i.e. messing, berthing, communications, and physical training facilities, etc.)
d. At sea transfer of personnel and cargo alongside or astern in conditions up to and including sea state 3
e. The coastwise off-load and transfer of cargo and/or personnel between U.S. ports, as may be necessary

Endurance Vessel shall be capable of supporting at-sea operation for up to28 days without resupply. In addition, the support ships shall be able to operate in conditions up to and including sea state 5, in both equatorial and arctic waters, and conduct launch and recovery of small boats, Divers, RHIBs, PWC, DCS and SDV in conditions up to and including sea state 3.

Station Keeping The vessel shall be equipped with an operable bow thruster and an operable Dynamic Positioning System Level Zero (0) or equivalent. The vessel shall be capable of maintaining a specific heading at speeds of one knot or greater and maintaining station within a 150-foot radius of the established position in conditions up to and including winds of 30 knots and Sea State 5 (up to 12 feet
Propulsion Vessel shall be equipped with an operable bow thruster and main propulsion capable of maintaining station and heading as noted above. Propulsion horsepower shall be rated to safely tow a 65,000lb DCS if unable to conduct a normal recover on deck. Must be able to tow up to 5 days in up to Sea State 5 conditions. The minimum tow speed shall be 2 knots in up to sea state 3 and no minimum tow speed in higher sea states.
9. CRAFT LAUNCH & RECOVERY SYSTEM: The vessel shall be equipped with a launch and recovery system capable of launching and recovering CRRCs, RHIBs, DCS, and SDVs. The launch and recovery system shall be capable of lifting and supporting up to 65,000 lbs to include interface equipment. The contractor shall be able to demonstrate that the launch and recovery system was manufactured in accordance with Navy standards or a recognized classification society standard (ABS Rules for Building and Classing Underwater Vehicles, Systems and Hyperbaric Facilities or equivalent standard). The contractor shall provide a safe means of controlling the motion of the craft during launch and recovery operations in order to prevent injury to personnel, both embarked and on deck, and damage to the craft. The contractor shall be responsible for assisting Government personnel with loading, securing, and discharging mission equipment.
a. OPTIONAL:
· Davit: The vessel may have a davit launch and recovery system to launch and recover RHIBs and SDV.
11. TOWING: The vessel shall provide winches for stern towing of one (1) 65,000 lb. DCS, at a minimum speed of 2 knots with slow-speed line pay-out/haul-in speed and adequate wire/rope to support minimum working load (vessel-furnished). Tow configuration shall have tensioning system, with a floating towline.
12. SMALL BOAT FUEL CAPACITY: Vessel must be equipped with a minimum 450 gallon external fuel storage tank for gasoline and associated equipment to facilitate refueling RHIBs and CRRC fuel bladders at sea. Storage tank shall be approved by the USCG. Additionally, the vessel shall provide a means of refueling diesel fuel for sponsor GFE (RIBs, generators, etc.).
13. FRESH WATER REQUIREMENT: The vessel shall provide adequate potable water production to support sponsor personnel and crew living onboard and 2,000 gallons fresh water daily on back deck for miscellaneous use, such as equipment wash down.
14. COMPRESSED AIR: The vessels shall provide divers quality air at 4,500 PSI at 30 CFM. US Navy Diving and Manned Hyperbaric System Safety Certification Manual, NAVSEA (SS521-AA-MAN-010, Revision 2, and 1 Nov 2006) applies.
15. SOUND ISOLATION/VIBRATION: The vessel shall be able to support underwater telephone and acoustic communication operations.
16. UNDERWATER TRACKING SYSTEM: The vessel shall be able to support Track Point Underwater Tracking System (GFE) and be configured to receive an acoustic navigation transducer (GFE).
17. ELECTRICAL POWER: Vessel must be able to provide sufficient electrical power. At a minimum, six 480 VAC, 100 amp (Delta) and four 208 VAC 30 amp (Delta) outlets shall be provided.
18. LIOH BATTERY CHARGING: The vessel shall meet any USCG/IACS requirements to store, transport, and charge onboard lithium ion (LIOH) batteries for DCS and SDV.
19. DIVERS STAGING AREA: The vessel shall be equipped with a diver's staging area for launching and retrieving divers.
20. CONFERENCE ROOM: The vessel shall provide 250 sq. ft. of administrative /conference space with sufficient tabletop surface to handle up to 20 people to sit and work with power outlets (no less than ten 120 VAC 15 amp duplex receptacles) for computers and presentation equipment; and shall be outfitted with desks, chairs, and etcetera. There shall be enough space for another 25 personnel to stand for short briefing periods.
21. PERSONNEL AND SECURITY CLEARANCES:
a. VESSEL FACILITY CLEARANCE: The company shall possess a SECRET facilities clearance prior to delivery of the vessel to support installation of sensitive government communication equipment before delivery.
b. PERSONNEL CLEARANCES: Upon delivery, the vessel shall have a facility clearance and the Master must hold a SECRET clearance. All crewmembers must be U.S citizens with valid U.S. passports for the full length of their assignment and will be required to submit to terrorist watch list checks. Crewmembers must have El Paso Intelligence Center (EPIC) record checks.
23. CONTRACT STYLE: Firm-fixed-price with reimbursable elements. Reimbursable elements include port charges, fuel, meals for additional Government personnel and some communications costs.
24. INTERESTED PARTIES: Shall furnish the following minimum information:
a. Company name and point of contact
b. Whether company is a small business (500 employees or less)
c. Vessel name and complete description (flag, transit speed, range, length, breadth, draft, certification and classification, minimum maneuverability speed, station keeping, etc.)
d. Availability
e. Pricing:
1. Include a daily rate and any additional charges (i.e. delivery bonus, etcetera) to perform work, for a vessel including a davit system as described herein.
2. Include a daily rate and any additional charges (i.e. delivery bonus, etcetera) to perform work, for a vessel not including a davit system.
h. Time required to provide a vessel in Little Creek, VA, after contract award, considering any modifications, required approvals and transit
f. Items that are major cost drivers that if changed, may reduce cost
g. Alternative proposals
