Other Than Full and Open Competition Requirements Not Exceeding $100,000 (IAW FAR 13.106-1(b) (1))

1. Organization/Contracting Activity: U.S. Army Contracting Agency, Aberdeen Proving Ground, Huachuca Division, Directorate of Contracting, 600 Augur Street, Building 22208, Fort Huachuca, AZ 85613-7070.

2. Authority Cited: Statutory authority permitting other than full and open competition: FAR Subpart 13.106-1 (b) (c). In accordance with AFARS 5153.9005, the estimated value of the proposed action is $66,906.51.

3. Description of Product, Supplies or Services: MP Station Camera Installation Project in support of Force Protection Measures.

4. Description of Action being approved:

a. Pricing: _X_ Firm-Fixed Price __ Time & Materials ____Cost:

b. Funds: _X_ OMA ____ Other Funds:

c. Name of Proposed Contractor: Sentrillion, 1881 Campus Commons Drive, Suite 403, Reston, VA 20191, POC: Bryan F. Ackerman, 703-390-5560, x148.

5. Reason for Authority Cited: Sentrillion Corp. is the only local company with the qualifications required to ensure qualified/certified response and resolution of critical electronic security systems (ESS) on Ft. Huachuca. Sentrillion currently maintains our Vicon system and are the only likely contractor to install the camera equipment at the new MP Station. Sentrillion has dealer Value Added Reseller (VAR) agreements and long relationships with both of the major system manufacturers (Vicon and Lenel) in use by the Directorate of Emergency Services Office. As a VAR they maintain certified technicians and engineer support staff to support response and resolution. There is not another local vendor/contractor that supports both systems and provides 24/7/365 technical support and response for critical electronic security systems (ESS) operating on Ft. Huachuca. The ESS encompass the following locations at the present time; Main Gate, East Gate, West Gate, Current MP station, MP K-9 Kennel Facility, Shoppette East, Shoppette Main, Shoppette, PX, West Gate Barrier/Remote Entry system, Barnes Field House, PX Parking Lot, Commissary Parking Lot, and Bowling Alley Parking lot. With plans for expansion base-wide to include; Greely Hall Parking, Child Youth Service Centers (Expanding Horizons, Teen Center, New Beginnings, School Youth Services), Ft Huachuca Accommodation School Parking ( Colonel Johnsen, Myers, and Smith), and numerous MWR public areas. The Ft Huachuca Facility Video Surveillance system are all comprised using Vicon as the Head-end equipment manufacturer. The Vicon Video Recorders are a key system and the primary user interface for all of the facility camera systems.

Being a key component, it is necessary that the support contractor be immediately able to support, repair, and evaluate the Vicon system for any upgrade requirements. Sentrillion is authorized not only to sell the provided Vicon equipment, but to provide immediate repair without shipping items back and forth to the Vicon manufacturer at an additional cost. This Vicon dealer is also experienced in working directly with Vicon for the improvement and changes in product lines necessary for network compliance in accordance with NEC standards. Sentrillion has directly coordinated this support with Vicon and has provided testing for Vicon and Ft Huachuca on such issues. The facility camera system operations provides a key service for the security, operations, and enforcement measures, especially at the entry gates and MP operations. Keeping the system operational levels at 100% requires immediate response and repair. Sentrillion operates a 24/7/365 Tech Support Center staffed by Tier II support technicians in Sierra Vista. There is not a waiting time for travel to and from Ft. Huachuca systems sites and there is an immediate response to all ticket requests. Sentrillion maintains critical spares on-hand at the Sierra Vista facility that aided in quick response and resolution of ESS head end equipment and ensured these systems maintained a high operational readiness posture.

(a) Services can only be provided from the original source as this is specific to the mission of the office

(b) Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

(c) Services/Supplies are needed immediately to satisfy mission requirements.

6. Efforts to Obtain Competition: ACC-APG, Huachuca Division has actively sought to reduce barriers to competition by stressing to our customers the need to concern them with the effort to enhance competitive acquisitions. A solicitation will be posted on the Government Point of Entry (GPE) to Federal Business Opportunities (FedBizOpps) open market website to allow for increased competition of the requirement.

7. Market Research: The requiring activity conducted research via written, telephonic and world wide web inquires and no responses were received. Therefore, based on the results of the market research, prospective sources do not exist at this time for this contract action.

8. Interested Sources: To date, no other sources have written to express an interest. The vendor does not authorize any other vendor for domestic sales. Doing so, would void the warranty on the current Government owned equipment, and the cost of replacing the equipment is not expected to be recovered through competition.

9. Procurement History:

Previous Contract or Purchase Order Number: N/A Previously competed: _X_ No ___ Yes Previous authority for less than Full & Open Competition: N/A.

10. Other Factors: Local sources of this type of expertise are highly limited and due to proprietary restraints, local sources are unable to acquire parts and software without using the manufactory as a resource base, which increases cost and down time. This is a highly specialized and limited field.

With the complexity of the installation camera system and the knowledge required to support these systems along with required knowledge of software functions (which are proprietary in nature) the availability of additional sources for service and support are severely limited.

There have been incidences reported to the Military Police department of increase in Force Protection Conditions that will allow interactions between law enforcement personnel and the general public which involved heightened security defense procedures to be implemented. The Physical Security Section feels continuous camera coverage at the Installation Access Control Points is a vital tool for Force Protection concerns.
