Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

The Joint Base San Antonio (JBSA) Fire Department requests brand name procurement for 4 Motorola APX 6000 portable radios, 1 multi-unit,10 single unit chargers, batteries and 127 XE500 high impact green microphone accessories for JBSA Fire Department.

Section C: Justification for Soliciting from a Single Source

This is a brand name justification. JBSA Fire Department requires Motorola LMR Radios to improve the radio connectivity for the JBSA Fire Department. JBSA Fire Department is adding a new fire station located at Fort Sam Houston and will need to add the radios and accessories to supply our firefighters with the proper equipment to meet the current functionality of an existing system. This requirement will mitigate loss of communication in response to life safety issues between the Command and Control elements and the firefighters during emergency situations. It is vital that the Government does not risk loss of communication with the Emergency Communication Center, which is vital for all follow-on support required to safely mitigate all emergencies and pertinent for communication with firefighters operating in a hazardous environment. Additionally, this purchase is in support of Camp Stanley for items needed to ensure there is proper communication to prevent loss of life. The JBSA Firefighters have already become familiar and are trained to use Motorola LMR products. Failure of adding an alternative brand may lead to loss of communication for all 9-1-1 and emergency responses and increase risk for the Government during life threatening situations.

Furthermore, JBSA Fire Department has stated that market research has shown there are compatibility issues between manufacturers. If an alternative brand were purchased it would prevent radios from meeting encryption compliance which alone would cause the radios to be unusable, which would be a total cost loss that cannot be recovered. Recent similar LMR system upgrades and historical acquisitions indicate there are no other LMR system manufacturers capable of providing third party solutions proven to fully integrate with the existing Motorola systems, which is a direct cause of interoperability and functionality with all existing components/features. Without the Motorola LMR radios and other associated ELMR devices, the 502d Fire Emergency Services would not have complete control of JBSA emergency responses creating safety and operational hazards. The addition of non-Motorola equipment could also cause an Information Assurance (IA) violation for the integrity of the system, which could result in additional certification costs and potential shutdown of the entire emergency system.

Additionally IAW AFI 32-2001 Fire and Emergency Services (FES) Program, section 1.6, the installation Fire Chief is responsible for conducting risk assessments regarding risk and capability. Based on this responsibility, a risk assessment of communication capabilities within the Fire Department determined Motorola APX 6000 and APX 8000 model portable radios would be the only brand utilized. JBSA FES currently utilizes Motorola radios throughout the Fire Department spanning 9 fire stations and approximately 220 firefighters. Firefighters need to be intricately familiar with the workings of these portables in low visibility emergencies. Our firefighters move from station to station on occasion and to introduce any other make/model of portable radio would create confusion and be detrimental to firefighter safety. The Motorola radios requested match the Fire Departments existing inventory and would also facilitate interchangeable parts such as batteries, antennas and chargers.
