Limited Sources Rationale Subject: MIPR1KDAJDS132 The following paragraphs, IAW FAR Part 13.106-1(2)(b), are provided to support Sole Source limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.

PD ALTESS has a requirement for the purchase of Alertcast Emergency System maintenance. A FFP purchase order is anticipated. Award will be made to Actual Software, Inc. The period of performance is 23 August 2011 – 22 August 2012.

ALTESS is a datacenter that requests 24x7 support and maintenance on their AlertCast Emergency System. The AlertCast system is used for notifying ALTESS employees of a recall due to a national emergency situation. ALTESS has a critical function to support the Army, and requires a convenient system to allow for employee notification. Approximately $12,815.00 has been invested in the system, and it will take approximately 100 man hours ($8,700.00) to reprogram a new system.

Actual Software Inc., owns all proprietary rights to the Alertcast Emergency System software. They have confirmed that they, as the Original Equipment Manufacturer, are the only source available to provide the maintenance for this software.

ALTESS continually researches trade guides, internet resources, and other periodicals to ensure other like products are researched and considered for replacing the AlertCast system. No other vendor products have been found to date, that matches the features of this system at such a low cost.

Based on the justification provided by PD ALTESS, a determination has been made to solicit sole source the above described requirement.
